Notably, their work has systematically shown that technology can only truly become a driving force for development when it is nurtured by two pillars: culture and institutions, specifically creative culture and institutions that support innovation.
According to the theory of these economists, technology can arise randomly in a locality, but to develop, spread and become the foundation of national prosperity, it needs a cultural environment that encourages innovation, along with a flexible, open institutional system that facilitates innovation to be tested, protected and replicated.
For Ho Chi Minh City, the city has long carried within itself a dynamic, creative and responsive identity to new things. The vitality of this urban area is reflected in the strong rotation of the market, the ability to quickly adapt to global trends, and especially the openness in receiving knowledge, technology, and new development models. From there, a “creative culture” has formed and become a characteristic of the city.
On that foundation, the development orientation of Ho Chi Minh City with the spearhead of science - technology , innovation and digital transformation, especially with the leverage of Resolution 57 on breakthrough in science, technology and national innovation development, the connotation of the motto "know how to do" requires a high connection and interaction with technology, through technology. Innovation is both the goal and the driving force, and at the same time the main means for the city to make a breakthrough.
The clearest evidence of that “creative culture” is the 2025 Ho Chi Minh City - US Autumn Forum with the theme “Ho Chi Minh City - US: New City - New Opportunities - Prosperity Together”, taking place in San Francisco - the technological heart of the United States. The focus of the event is science - technology, innovation and digital transformation. Here, under the witness of Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc, 5 cooperation agreements and investment policy exchanges were conducted, focusing on microchips - semiconductors, artificial intelligence, health technology, data centers and training of high-tech human resources. Specifically, the agreements signed: Ho Chi Minh City National University and Arizona State University cooperate in the fields of microchips - semiconductors, artificial intelligence, medicine, health technology, science, technology and innovation; Investment registration certificate in the field of aerospace, medical devices implanted in the human body of TJ Aerospace Company; The plan to implement the human resource training project, build a research and development center at the High-Tech Park of Ho Chi Minh City by AMD Group; Cooperation Agreement to develop a large-scale data center project at the High-Tech Park of Ho Chi Minh City and Cooperation Agreement to develop a project through funding machinery and equipment for training in the semiconductor industry between the Management Board of the High-Tech Park of Ho Chi Minh City and Intel Group. The special point is that the cooperation agreements show that Ho Chi Minh City not only receives technology, but also participates deeply in the global creative value chain.
These cooperations once again affirm that creative culture is the DNA of Ho Chi Minh City's development. The dynamic, creative nature; the sensitivity, openness, adaptability, and quick acceptance of new thoughts and ideas of Ho Chi Minh City form what the authors of this year's Nobel Prize in Economics call "creative culture". This is the key, vital factor in the era of technology domination. The quality of the land of Saigon - Gia Dinh - Ho Chi Minh City is among the few cities in the world at the "crossroads" of ideas and knowledge according to the standards of the United Nations Educational, Scientific and Cultural Organization (UNESCO), similar to New York, Singapore or Bombay. Ho Chi Minh City is always a place of convergence and diffusion, connecting the flows of trade of goods, finance and people; at the same time, it is a place that creates vitality for the exploration of new things, testing right and wrong, a place that nurtures the spirit of daring to think, daring to try, daring to innovate - the core of technological progress and social creativity.
Once a creative culture is firmly established, the city can flexibly adapt to all changes, meet the requirements of the market and international partners, and even be one step ahead in forecasting and innovating. That is also the spiritual and intellectual foundation for Ho Chi Minh City to develop strongly in the new era.
