Online conference on information system serving the work of arranging administrative units according to the new model

On the afternoon of June 24, Deputy Prime Minister Nguyen Chi Dung chaired a national online conference to deploy solutions to review, evaluate, upgrade, and develop information systems to serve the direction, administration, and service of people and businesses to meet the requirements of administrative unit arrangement according to the new model. At the conference, the Ministry of Science and Technology reported on the implementation of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 71/NQ-CP of the Government; reported on the review, assessment, upgrading and development of 5 main information systems serving the direction, administration and serving people and businesses to meet the requirements of arranging administrative units according to the new model: administrative procedure settlement information system, document management and administration system, data integration and sharing platform - LGSP, reporting information system, online meeting platform; reported on the implementation of the CPNet specialized data transmission network.

The Ministry of Public Security implements Plan No. 02-KH/BCĐTW of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation. Central and local ministries, branches and sectors report on the implementation of assigned tasks and make proposals and recommendations.

Reporting on the first 6 months of 2025 on the implementation of Resolution No. 71/NQ-CP dated April 1, 2025 of the Government promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW, based on data from 18 ministries, branches and 61 localities, the Ministry of Science and Technology said that 59 tasks have been completed, 22 tasks are being implemented and 5 tasks are overdue. At the same time, it pointed out a number of bottlenecks related to institutions, data, infrastructure of science and technology enterprises, innovation, digital transformation, human resources; and proposed a number of recommendations and solutions to overcome them in the coming time.

The Ministry of Public Security has completed the decentralization of 51 administrative procedures under the jurisdiction of district-level police, expanded the jurisdiction of administrative procedures, and provided online public services at commune-level police. The Ministry of Public Security has also proactively reviewed and identified 25 online public services that can be implemented in a substantial way in terms of data. Of these, 21 online public services have been completed, and 4 public services are striving to complete the process.

Concluding the conference, Deputy Prime Minister Nguyen Chi Dung requested ministries, branches and localities to focus on effectively implementing the resolutions, programs and plans of the Politburo and the Government on breakthroughs in science and technology development, innovation and national digital transformation. During the implementation process, it is necessary to ensure that the work, people, responsibilities, results and time are clear; urgently focus on removing bottlenecks in infrastructure and data to ensure that the two-level local government system after the merger operates smoothly, continuously and effectively. Administrative procedures under the authority of ministries, branches and localities must be synchronized, unified and integrated with the National Public Service Portal. Localities have arranged headquarters, equipment, assigned leaders, human resources, and network infrastructure systems; Establish and stably operate the Public Administration Service Center at the provincial and communal levels according to the new government model, ensuring continuous and uninterrupted service to people and businesses...
