'Reviving' Dung Quat biofuel factory to meet E10 gasoline blending needs

Central Petroleum Biofuel Joint Stock Company plans to restart Dung Quat biofuel plant in September 2025 to meet Ethanol demand for blending E10 biofuel.

Mr. Pham Van Vuong, Director of Central Petroleum Biofuel Joint Stock Company, said that the Company has a plan to restart the Dung Quat biofuel plant in September 2025, conduct a trial operation in October 2025 and officially start commercial production from November 2025 to meet the demand for Ethanol for blending E10 biofuel.

Accordingly, all costs of repairs and additional equipment investment to ensure the plant operates safely and efficiently will be borne by the Central Petroleum Biofuel Joint Stock Company and its partners. In particular, in this plan, the parties will increase the capacity of the CO2 recovery system by 40-50 tons/day to increase economic efficiency during production operations, Mr. Pham Van Vuong informed.

Currently, the Central Petroleum Biofuel Joint Stock Company (including shareholders who are member units of the Vietnam National Energy Industry Group - Petrovietnam , including Binh Son Refining and Petrochemical Joint Stock Company - BSR contributing 61% of charter capital, Vietnam Oil Corporation - PV OIL contributing 38.75% of charter capital, and Petrovietnam General Services Joint Stock Corporation PETROSETCO contributing 0.25% of charter capital) is managing the Dung Quat biofuel plant. In 2014, the Dung Quat biofuel plant was put into commercial operation with a capacity of 330 tons of Ethanol/day but then had to temporarily stop operating due to inefficiency and difficulties in product output.

Faced with practical requirements and opportunities from green energy and clean energy policies and implementing the Resolution of the BSR Party Executive Committee on accelerating the journey of green energy and fuel conversion, the Central Petroleum Biofuel Joint Stock Company has developed a plan to continue production activities through the form of business cooperation.

BSR representative said that with the new direction of the Ministry of Industry and Trade, from January 1, 2026, all gasoline circulating on the market will be required to be mixed with 10% Ethanol, applicable to both A92 and A95 gasoline, which means that all commercial gasoline on the market must switch to E10 gasoline. With domestic gasoline consumption of about 12 - 15 million m3/year, the amount of Ethanol needed to meet the blending requirements is about 1.2 - 1.5 million m3/year.

However, up to now, domestic Ethanol production capacity is at 450 thousand m3/year, equivalent to 40% of demand, the rest must be imported. In the context of fluctuating world Ethanol prices, increasingly fierce market competition and import tax policies, restoring the operation of domestic Ethanol plants is an urgent and effective solution.

According to BSR, implementing the Government's roadmap for using E10 biofuel from the beginning of 2026 nationwide, Petrovietnam has resolutely directed relevant member units to restart fuel ethanol plants to proactively source domestic supply, reduce dependence on imports and ensure national energy security. Along with restarting the bioethanol plant, BSR is expected to test the blending of E10 biofuel in August and sell it by road to the Central provinces. Currently, BSR has blended E5 RON 92 gasoline at the Dung Quat oil refinery's warehouse system and sold it commercially to domestic partners.

Proactively producing and distributing E10 biofuel not only helps BSR optimize its supply chain and increase product value, but also contributes to realizing the goal of sustainable development, towards a circular and carbon-neutral economy (Net Zero) by 2050 in Vietnam.
