Establishing trade unions in non-state-owned enterprises.

(Baothanhhoa.vn) - Developing union membership and establishing grassroots trade unions in non-state enterprises is an important task aimed at gathering a large number of workers into trade union organizations to care for and protect their legitimate rights and interests. With this in mind, the Standing Committee of the Provincial Federation of Labor (LĐLĐ) has consistently paid attention to and directed all levels of trade unions to effectively implement the work of developing union membership, establishing grassroots trade unions, and building strong trade union organizations.

By joining the trade union, workers at Hing Lung Plastic Products Co., Ltd. (Nga Son commune) are protected in terms of their legitimate rights and interests.

The Trade Union of Dai Dung Nghi Son Mechanical Manufacturing Joint Stock Company was established in June 2025 with the participation of 317 members. The establishment of the grassroots trade union not only creates a connection between the employer and employees, but also better fulfills the responsibility of caring for and protecting the legitimate rights and interests of employees, contributing to the sustainable development of the enterprise. Company trade union chairman Le Van Phu stated: "Thanks to the timely attention and guidance from the higher-level trade union, we always understand the thoughts and aspirations of the workers to promptly propose and recommend to the enterprise leadership and relevant agencies to improve working conditions and ensure the rights of employees. When employees are listened to, they will feel secure and committed to the enterprise. This is also a way to build harmonious and stable labor relations and limit labor disputes."

In accordance with Plan No. 05/KH-LĐLĐ of the Provincial Labor Union Executive Committee on membership development and establishment of grassroots trade unions for the period 2023-2028, the Standing Committee of the Provincial Labor Union assigned targets for membership development and establishment of grassroots trade unions in the province for 2025, aiming to increase membership by 37,000 and establish 110 grassroots trade unions. The Provincial Labor Union directed all levels of trade unions to proactively develop plans, survey the situation of enterprises and workers; consolidate and supplement the steering committee for membership development and establishment of grassroots trade unions, assign responsibilities to committee members, and promote and strengthen the work of gathering and developing members and establishing grassroots trade unions according to the assigned targets. They are also to regularly monitor, inspect, and compile data on grassroots trade union membership and trade unions, and promptly report to the Provincial Labor Union's membership development steering committee.

Based on assigned targets and the practical conditions of each locality and unit, trade unions at all levels have actively propagated and mobilized the development of union membership, focusing on units and enterprises without trade union organizations and at grassroots trade unions with newly recruited workers; and in communes, wards, and towns with many informal sector workers to mobilize membership and establish grassroots trade unions. They have consistently innovated and diversified their methods of propaganda and mobilization, such as: organizing direct propaganda sessions inside and outside units and enterprises; printing and distributing leaflets and brochures containing information about the rights and obligations of workers when participating in trade union organizations. Actively and proactively innovating the content and methods of grassroots trade union activities, diversifying the forms of organizing movements and activities, aiming to care for and protect the legitimate rights and interests of union members and workers, thereby attracting and gathering workers to participate in trade union organizations... As a result, in the first six months of 2025, the entire province established 46 grassroots trade unions, including 42 grassroots trade unions and 4 basic trade unions; developing an additional 17,696 members out of 37,000 members, achieving 47.8% of the target assigned by the Vietnam General Confederation of Labor.

Despite achieving positive results, the practical situation shows that the work of developing union membership and establishing grassroots trade unions still faces many difficulties. The majority of newly established enterprises are small in scale with a small number of employees, making it difficult to gather and mobilize them. Some business owners are still hesitant, evasive, and delaying cooperation in establishing grassroots trade unions as required by law; the content and methods of trade union activities at all levels, although reformed, still do not meet the requirements and tasks set in the new situation; many movements and activities are still superficial and of low quality, thus failing to attract and mobilize workers to participate...

According to Mr. Vo Manh Son, Vice Chairman of the Provincial Fatherland Front Committee and Chairman of the Provincial Labor Union, to complete the plan for developing union membership and establishing grassroots trade unions in 2025, the Provincial Labor Union has directed all levels of trade unions to innovate their propaganda and mobilization efforts to develop union membership and establish grassroots trade unions. They proactively coordinate closely with local authorities, understand the situation of businesses and workers, develop plans, and organize propaganda and mobilization efforts to ensure that workers and businesses comply with labor laws and fulfill their obligations and rights when joining the trade union. They also promptly monitor the movement of union members and workers within the areas managed by each level of the trade union; continue to disseminate and improve legal knowledge for union members; and regularly organize vibrant cultural, artistic, and sports activities to enhance the cultural and spiritual lives of union members and workers... thereby attracting workers to participate in the trade union organization.
