Speaking at the opening of the workshop, Vice Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan suggested that delegates focus on discussing: scope of regulation, concept of digital technology , development of digital technology industry, digital assets, semiconductor chips, artificial intelligence (AI), controlled testing mechanism, training of high-quality human resources for the digital technology industry, state management of the digital technology industry, etc. The opinions at the workshop are the basis for the Standing Committee of the Committee for Science, Technology and Environment to complete the Preliminary Review Report of the draft Law.
At the workshop, delegates suggested that the draft Law supplement concepts and definitions of new technology; have policies to encourage businesses to take advantage of digital technology, especially focusing on the cloud computing industry, to help businesses analyze databases more easily, facilitating production and business.
Regarding state management of the digital technology industry, there are opinions suggesting that we should manage risks, monitor and correct as we go, and not be too rigid. If management is too tight, it will not create favorable conditions for the development of the digital technology industry.
Some opinions are concerned about the controlled testing mechanism for digital technology convergence products and services, which has created more favorable conditions for businesses, in the direction of allowing organizations and businesses to test digital technology convergence products and services. However, the approval process for participating in testing is not really favorable. For example, within 90 days of receiving a reasonable dossier, the competent authority coordinates with relevant agencies (or establishes a Council if necessary) to conduct an appraisal of the application dossier, including on-site inspection (if necessary). Some opinions are concerned that the 90-day period is too long.
It is proposed that the draft Law should stipulate the establishment of a Board or Council on controlled testing mechanism, and assign a specialized Ministry to supervise controlled testing.
