Workshop to collect comments on draft documents to be submitted to the new Phu Tho Provincial Party Congress

Chairman of Phu Tho Provincial People's Committee Bui Van Quang; Chairman of Vinh Phuc Provincial People's Committee Tran Duy Dong and Chairman of Hoa Binh Provincial People's Committee Bui Duc Hinh chaired the workshop.

Also attending were experts, scientists ; leaders of departments, branches and Document teams of three provinces: Phu Tho, Vinh Phuc and Hoa Binh.

In his opening speech at the workshop, Chairman of Vinh Phuc Provincial People's Committee Tran Duy Dong emphasized that, implementing the policy of the Party Central Committee and the Resolution of the National Assembly, Phu Tho province (new) was formed on the basis of merging three provinces of Phu Tho, Vinh Phuc and Hoa Binh. This is a strategic turning point to open up new space and development momentum for the homeland and the entire midland and mountainous region of the North.

After the merger, Phu Tho province is a land full of potential, bravery and many opportunities to make breakthroughs in the new era, in the era of national development, making important contributions to the cause of innovation, integration and sustainable development of the country. This requires the province to review, build and adjust strategies and master plans in a systematic, scientific manner, with a long-term vision and especially to concretize the implementation of the direction of General Secretary To Lam at the working session with key leaders of the three provinces on June 10.

On that basis, the People's Committees of the three provinces organized a workshop to open an important forum for delegates, experts, and scientists to exchange, discuss, evaluate, and clearly identify the remaining problems and limitations of the province to propose development solutions in the coming time. These will be important scientific arguments for the three provinces to synthesize, advise, and propose in the Political Report to be submitted to the Congress of Delegates of the Phu Tho Provincial Party Committee.

With two discussion sessions on "Identifying potentials, competitive advantages and development orientations of the new Phu Tho province (after the merger) in the period of 2025-2030, vision to 2050", delegates, experts and scientists focused on assessing and discussing the goals, viewpoints and major orientations on socio-economic development of Phu Tho province after the merger, in the period of 2025-2030 associated with the local context after the merger, with a larger scale, higher political tasks and more diverse characteristics.

In particular, emphasizing the growth coordinates of the province after the merger; the selection of industries and fields with advantages for breakthrough development, selective investment selection of the new Phu Tho province; development space of the new Phu Tho province; orientation of socio-economic development, tourism development, urban development of the new Phu Tho province in the period of 2025-2030, vision to 2050.

All opinions agree that Phu Tho province is the province with the 6th largest economic and social development position in the country and is a locality with a lot of room for development, is the homeland, located in the capital region; is a locality with unique, concentrated, large-scale agricultural commodity areas, is the gateway for exchange between the northern provinces with Hanoi, the Red River Delta, has the ability to connect with the Chinese market, so it has conditions to develop logistics on a large scale; at the same time, it is a locality with a large space for industrial development, tourism development...

The draft Political Report submitted to the Provincial Party Congress aims to: build Phu Tho province into one of the industrial, service, logistics, and tourism centers of the region and the whole country; have a high economic growth rate (average of 10.5% or more), take science and technology, innovation, digital transformation, and private economy as the main driving force and resource for economic growth, have a synchronous and modern infrastructure system, and become a center for organizing national, regional, and international events.

The economic scale in 2024 will reach 354.6 trillion VND, ranking 6th out of 34 provinces and cities, and is expected to reach 390 trillion VND in 2025 (1.56 times higher than in 2020); the average GRDP value per capita in 2025 is estimated at 105.2 million VND, an increase of 1.48 times compared to 2020.

The province has set out 8 groups of tasks, focusing on socio-economic development orientations until 2030 and building 3 strategic breakthroughs for development, which are: Stronger breakthroughs in improving the investment and business environment, perfecting mechanisms and policies to remove bottlenecks and barriers. Innovating and improving the quality of personnel work associated with encouraging, attracting, training and developing high-quality human resources to serve the development of high-tech industry. Developing socio-economic infrastructure in a synchronous and gradually modern direction, focusing on infrastructure serving digital transformation...

On behalf of the Organizing Committee of the workshop, Chairman of the People's Committee of Phu Tho province Bui Van Quang hoped that after the workshop, experts and scientists would continue to contribute their opinions, especially suggestions to help the province develop its development orientation in the coming time. He suggested that the Document Subcommittee of the three provinces and specialized agencies absorb the comments at the workshop to complete the draft Document to submit to the Phu Tho Provincial Party Congress.

The comrades appointed as Directors of Departments and Heads of sectors of Phu Tho province (new) received opinions at the workshop, proactively organized research, review, and evaluation to build and propose development orientations and strategies for the sectors under their management; promptly integrated and completed the overall socio-economic development strategy and master plan of the province to 2030, with a vision to 2050.
