As a mountainous province in the northwest border of the country, holding an important position in national defense, security and foreign affairs, Lai Chau has a large area, a scattered population, difficult transportation, and accessing information and reflecting security and order issues used to be a difficult problem.
From this reality, Lai Chau Border Guard has deployed the model of "Anonymous Email Box" - an initiative to apply technology to receive information on crime denunciations, reflecting the security and order situation.
This model is showing positive effects in preventing and combating crime and illegal immigration, contributing to maintaining security on the border.
Close bridge between people and authorities
By implementing the innovative model of “Anonymous Email Box,” Sin Suoi Ho Border Guard Station, Sin Suoi Ho Commune, Lai Chau Province has created a new bridge between the authorities and the people.
The usefulness of “Anonymous Email” is an effective solution contributing to maintaining political stability and border security after the merger of two-level local governments.
Since the introduction of the “Anonymous Email Box,” people do not need to go directly to the Border Guard Station, but can report and reflect information about crimes and law violations on the border to the Border Guard force from anywhere, as long as they have a phone with an Internet connection.

The model is considered a new initiative, helping the Border Guard force promptly grasp the thoughts, reflections and crime denunciations from the people; is a breakthrough model in digital transformation, demonstrating the trusted coordination between the people and the authorities in the fight against, prevention and control of crime.
To implement the model more effectively, officers and soldiers of the Station have directly gone to the villages to paste the QR code "Anonymous Email Box" at markets, cultural houses, shops..., helping people easily access and use it.
Along with that, officers and soldiers propagate and instruct people on how to use phones, scan QR codes through phones connected to the Internet to use "Anonymous Email Boxes."
Major Nguyen Huu Tho, Deputy Political Commissar of Sin Suoi Ho Border Guard Station, said that the application is easy to use, not complicated, does not require logging in, with just a phone with internet connection, people can reflect and denounce violations through an anonymous email address that has been made public.
Border guards directly instructed people on how to use it, and deployed QR codes at convenient locations such as cultural houses, markets, grocery stores, etc.

According to Major Nguyen Huu Tho, the highlight, demonstrating creativity and innovation when using this model, is that reporting crimes is now just a few simple steps of filling in information on a smartphone, through the Zalo application, which will automatically open a link to the unit's information receiving page.
Using “Anonymous Email Box” brings many benefits such as: saving costs, time, travel effort, ensuring absolute confidentiality of the identity of the person providing information, creating peace of mind for people when reporting crimes, providing information to the Border Guard force. Mr. Vang A Vu, Head of San Bay Village, Sin Suoi Ho Commune said that since the anonymous email box was put into operation, the detection of strangers entering the border area, and internal conflicts that need to be reconciled, has been much better than before.
Timely and accurate information received via anonymous email has helped authorities handle the situation effectively, contributing to stabilizing the situation right at the grassroots level.
Each reflection sent is a signal of trust; each case resolved is a step forward in the journey to maintain peace at the Fatherland's borders.
Ms. Sung Thi Pang, San Bay village, Sin Suoi Ho commune, shared that officers and soldiers of the Border Guard came down to directly instruct people on how to use anonymous email boxes.
The way to use this application is not complicated, easy to operate. People find the model very useful, many incidents when people detect can scan the code to promptly notify the Border Guard Station, contributing to maintaining security and order in the area.
Practical effectiveness
"Anonymous email" is an initiative of Vang Ma Chai Border Guard Station, implemented by the unit since February 13, 2025.
Hundreds of posters with QR codes have been posted by officers and soldiers of the station throughout villages and crowded places. By simply scanning the code with their phones, people will be taken directly to the unit's information receiving website.

The advantage of this model is that it absolutely keeps the whistleblower’s identity confidential and saves costs. People can feel completely secure in providing information to the Border Guard without worrying about their personal information being leaked or wasting time traveling.
After only a short time of deployment, Vang Ma Chai Border Guard Station received 32 reports from the public, including 14 particularly valuable reports, helping the Border Guard force crack down on many cases.
Some typical cases include: Vang Ma Chai Border Guard Station received information from people via anonymous email, after verification, with sufficient grounds, prosecuted 1 case, 1 subject for the act of organizing people to flee abroad; coordinated with the Commune Police force to catch red-handed 1 subject illegally storing drugs with evidence of 1.886 grams of heroin; seized 5 flintlock guns and many types of alcohol illegally hidden from people...
Major Nguyen Duy Khanh, Deputy Political Commissar of Vang Ma Chai Border Guard Station, said that "Anonymous Email Box" is one of the unit's creative and effective initiatives and methods in implementing the Project "Promoting the role of the People's Army in participating in the dissemination andeducation of law, mobilizing people to comply with the law at the grassroots level, period 2021 - 2027" of Lai Chau Provincial Border Guard.
With its convenience and effectiveness, the "Anonymous Email" model is playing a good role in preventing, combating and denouncing crimes, especially illegal immigration.
The model creates the most favorable conditions for people to proactively and actively participate in the movement to protect territorial sovereignty and national border security in the new situation.
The birth of "anonymous email" meets the inevitable need in the trend of promoting digital transformation and increasing the application of information technology in reporting and denouncing crimes.
The model demonstrates the pioneering and creative spirit in digital transformation of Lai Chau Border Guard force. After a period of implementation, the model has brought about remarkable results, contributing to spreading the spirit of vigilance, responsibility and trust from the border residents themselves to the local Party Committee, government and Border Guard force in the fight against crime and protecting national security, building a peaceful border in the digital age./.
