In Ha Giang, this year's high school graduation exam had over 7,500 candidates registered to take the exam at 34 locations, of which 370 were independent candidates taking the exam under the 2006education program, the rest taking the exam under the 2018 education program. The whole province mobilized 1,790 officials, teachers, and employees to participate in organizing the exam.

According to forecasts, during the exam days (June 25-28), there is a possibility of heavy rain at night and early morning. To proactively respond, Ha Giang Provincial Police and other functional forces have proactively developed a plan to ensure the exam takes place safely and according to plan. The provincial police have prepared forces, vehicles, and are on standby to participate in rescue and handle unexpected natural disasters.

This year, candidates under the 2018 general education program will take the exam in a fixed room throughout the exam period, unlike previous years; candidates under the 2006 program will change exam rooms after each session. Candidates choosing Geography will not be allowed to bring an atlas into the exam room this year.

For roads at risk of landslides, underground areas that are likely to be flooded and blocked during heavy rains, there are plans to deploy guards to help students get to the exam site smoothly. Ha Giang aims to ensure that no candidate has to miss the exam due to financial or travel difficulties.

Speaking to reporters, a representative of the Cao Bang Department of Education and Training informed that this year's exam had 5,467 candidates. Of these, over 5,000 candidates took the exam under the 2018 education program, and 450 candidates took the exam under the 2006 education program.

The representative of the Department of Education and Training informed that the weather at this time is alternating between rain and sunshine. The Department of Education and Training has transported the exam papers to safe exam locations and has plans to support candidates in case of heavy rain. For students in difficult circumstances, localities have called for social support to support them during exam days for food, accommodation and transportation.

Supervisors are not allowed to stand near candidates.

Hanoi is the locality with the largest number of candidates taking the exam in the country, over 124,000 students, accounting for over 10% of the total number of candidates taking the 2025 high school graduation exam nationwide. Yesterday morning, the Hanoi Department of Education and Training paid great attention to training for exam supervisors. Training was fully implemented for the team of backup supervisors ready to replace and supplement when necessary.

According to the Ministry of Education and Training's quick report on the exam registration day, there were 1,152,336 candidates nationwide coming to complete the procedures, reaching a rate of 99.16%. Of which, candidates following the 2006 general education program reached nearly 89% and candidates following the 2018 program reached 99.5%.

The 2025 high school graduation exam regulations have very specific regulations for each step of the exam supervisor. Specifically, when the test time starts, supervisor number 1 compares the photo in the exam room list with the candidate and identification documents to identify, at the same time clearly writes the full name and signs the exam papers and scratch papers of the candidates; checks and reminds candidates to fill in all information.

Supervisor number 2 performs general monitoring duties. During the test, one supervisor monitors from one end of the room to the other, while the other monitors in the opposite direction.

Supervisors are not allowed to stand near candidates, and are not allowed to help candidates with the test in any way; they are only allowed to answer candidates' questions publicly in the examination room within the prescribed scope. The two supervisors are responsible for protecting the test papers during the test, and not allowing the papers to leak out of the examination room.

During the exam, if any unusual situation arises, especially those related to the rights of candidates, the invigilator must report immediately to the head of the exam site through the exam room supervisor for consideration and decision before handling.

After calculating the 15-minute exam time (for each subject), the invigilator must count the number of extra exam papers (if any), seal them and keep them in the exam room until the end of the exam time.

This morning, candidates took the Literature exam, which is the only subject with an essay test lasting 120 minutes. In the afternoon, they took the Math exam, lasting 90 minutes.

Building disaster preparedness scenarios

According to the National Center for Hydro-Meteorological Forecasting, during the 2025 high school graduation exam, the Northern, Central Highlands and Southern regions will enter the peak of the rainy season. The Center has updated weather information at each exam site nationwide via the website: thoitietvietnam.gov.vn. Here, candidates and parents can look up forecasts of thunderstorms, risks of flooding, and landslides for each specific exam area. The Center has integrated a thunderstorm warning system for parents to monitor and have appropriate travel plans.

Especially in mountainous areas, it is necessary to be extremely vigilant against sudden heavy rains at night and early morning, which can easily cause traffic disruption. Representatives of the Department of Education and Training said that they have recommended that candidates in rainy areas prepare raincoats and suitable means of transportation to avoid getting their personal documents or exam attire wet.

The Ministry of Education and Training has issued an official dispatch requesting the Chairmen of the People's Committees of provinces and cities to direct the provincial exam steering committees to develop scenarios for natural disaster preparedness. In particular, it emphasizes the implementation of the "4 on-site" motto including: on-site command, on-site forces, on-site means, and on-site logistics. Localities must inspect the physical facilities of exam sites, ensure the safety of electricity and water systems, waterproofing, and drainage during heavy rains.

In particular, the Ministry requires preparation of test sites, backup test rooms and plans to move documents, test papers and test papers to safe places in case of flooding or landslides. Localities must establish information channels with parents and students to guide safe movement; support accommodation and meals near test sites for candidates in remote areas with difficult travel conditions.
