Mr. Chau Vinh Thuan, Deputy Head of the Tax Department of Region XX, said that in Official Dispatch No. 129/CD-TTg dated December 9, 2024, the Prime Minister directed: "By March 2025 at the latest, the number of retail gasoline stores applying automatic connection solutions will reach 100% of the total number of retail stores nationwide".
Implementing the Prime Minister's direction, the Tax Department in Ca Mau province, with a strong spirit, has set a determination to complete the conversion of electronic invoices in the petroleum sector by March 15, 2025. With many practical solutions, up to today (March 14), the whole province has had 328/343 operating petroleum stations that have converted, reaching a rate of 95.6%.
“This is a very encouraging result, achieved thanks to the decisive direction of the provincial leaders, the strong participation of the entire provincial Tax sector, and most of all, the consensus of the businesses operating in the petroleum sector,” Mr. Thuan emphasized.
According to Mr. Thuan, the establishment of electronic invoices in general, and the establishment of electronic invoices for each retail sale of gasoline and oil in particular, is implemented in accordance with the provisions of the Law on Tax Administration and the direction of the Prime Minister. Therefore, the tax sector of the whole country in general and Ca Mau province in particular identified this as one of the key tasks that must be completed in the first quarter of 2025.
“The Provincial People's Committee has closely and resolutely directed and requested the provincial departments, agencies and police to seriously implement the Prime Minister's instructions and closely coordinate with the local Tax Department. Since then, in a short time, there has been a clear change in the leadership, direction and coordination between the tax department and the provincial departments, agencies and agencies; newspapers and radio stations have coordinated to report on the mass media, helping businesses and people understand more, creating a great spread in society,” said Mr. Thuan.
As of today (March 14), over 95% of petrol stations in the province have simultaneously converted to electronic invoices for each sale.
Talking about the difficulties in the conversion process, Mr. Thai Truong Giang, Deputy Director of the Department of Science and Technology, said: “The petroleum trading enterprises in the province are mainly small and medium-sized enterprises in remote areas, and many enterprises use electronic display units that have expired their model approval period but have not been re-approved according to regulations. Many enterprises have not been equipped with electronic fuel measuring columns capable of connecting data on the measuring column to computers to issue electronic invoices according to regulations, due to high investment costs (averaging about 50-70 million VND/metering column). In addition, due to the characteristics, in coastal areas, there are also some enterprises using fuel meters, unable to connect the device for each sale, which is also a difficulty in practice”.
It is known that there are currently 15 enterprises in the province that have not yet converted. Mr. Thuan firmly said: “The tax authority will continue to direct the Departments and Teams to closely monitor the progress of petroleum enterprises that have not yet converted, to urge them, and at the same time contact the equipment supplier to request support for enterprises to speed up the installation progress. After the deadline of March 15 as previously announced, those that have not converted must temporarily suspend operations until they have completed the automatic connection conversion, to strictly implement the provisions of the Law on Tax Administration and the direction of the Prime Minister”.
In addition, the tax sector will continue to direct the Departments and Teams to monitor the electronic invoice system to inspect and analyze the electronic invoice issuance of petroleum enterprises, ensuring compliance with regulations and substance, regularly and continuously; promptly detect violations and handle them in accordance with legal regulations. At the same time, continue to closely coordinate with departments, branches, and police agencies to conduct surprise inspections to ensure that invoices are issued in accordance with regulations./.
