Deputy Prime Minister Tran Luu Quang, Chairman of the Vietnam-China Bilateral Cooperation Steering Committee, affirmed the above viewpoint in his opening speech at the 10th Vietnam-China Economic Corridor Cooperation Conference of Five Provinces and Cities, which took place on the morning of November 13 in Hanoi.
The Deputy Prime Minister assessed that, in recent years, with the joint efforts of both sides, the Vietnam-China relationship has continued to develop positively and achieved many important achievements. Cooperation in all fields has been constantly promoted and deepened; exchanges of delegations at all levels, sectors and localities of the two sides have taken place regularly with many practical results.
In particular, the historic visit to China by General Secretary of the Communist Party of Vietnam Nguyen Phu Trong in October 2022 opened a new period of development for the relationship between the two Parties and the two countries, the Deputy Prime Minister said.
Regarding cooperation between localities, the Deputy Prime Minister said that with geographical proximity, the cooperative relationship between Vietnamese localities and Yunnan province has been formed and developed naturally on the basis of traditional friendship and long-standing ties between the people of the two sides and has been constantly consolidated and nurtured by generations of revolutionary predecessors and leaders of the two countries.

According to the Deputy Prime Minister, cooperation mechanisms between Vietnamese localities and Yunnan province have actively contributed to promoting the development of supply chains, production chains, enhancing infrastructure connectivity, transport networks, and logistics; promoting cultural, educational, and tourism cooperation, contributing to improving people's lives, and consolidating a peaceful and friendly border.
Highly appreciating Yunnan province's strong determination to promote cooperation with Vietnamese localities, especially in the fields of economy, trade, investment and tourism, the Deputy Prime Minister affirmed that on the Vietnamese side, the Party and State leaders have paid great attention and have had many policies and guidelines to create conditions for localities in the northern region to develop rapidly and sustainably and to strengthen cooperation with Chinese localities, including Yunnan province.
In the coming time, although the two sides still have much work to do and difficulties and challenges to overcome, the Deputy Prime Minister believes that the two sides have a solid foundation and are facing great opportunities to strongly promote cooperation in the economic corridor of five Vietnam-China provinces and cities, maximizing the potential, strengths and cooperation space between the two sides.
On that basis, the Deputy Prime Minister said that along with focusing on promoting the effectiveness of existing cooperation mechanisms, Vietnam and China need to jointly research and discuss to establish new cooperation frameworks and models suitable to the potential, advantages, conditions and development priorities of the localities of the two sides, in order to create breakthroughs in economic, trade and investment cooperation.
The two countries need to speed up the connection of transport infrastructure, especially roads and railways in border areas; expand cultural and tourism cooperation; and promote people-to-people exchanges between localities, especially the younger generation, the Deputy Prime Minister suggested.
Along with that, the two sides need to strengthen cooperation to effectively manage and safely, effectively and sustainably use water resources; contribute to ensuring energy security, food security; ensure livelihoods, reduce poverty, and improve the lives of people on both sides.

At the same time, the two sides need to continue to closely coordinate to firmly consolidate the peaceful and friendly border; accelerate the opening and upgrading of a number of border gates in accordance with the planning and development plans for each period; create more favorable conditions for people in border areas to settle down, make a living and increase trade.
Localities need to be more determined, proactive and creative to contribute to the effective implementation of high-level agreements and common perceptions, and make continuous efforts to consolidate and foster the Vietnam-China comprehensive strategic cooperative partnership for increasingly sustainable development.
The Economic Corridor Cooperation Conference mechanism of 5 provinces and cities of Lao Cai, Hanoi, Hai Phong, Quang Ninh (Vietnam) and Yunnan (China) was established in 2002 with the aim of exchanging and promoting cooperation in various fields: Economy - trade, transportation, culture, education, tourism, health...
With the theme "Expanding forms of association and cooperation between provinces and cities in the Vietnam-China economic corridor to develop the economy in the new situation", this year's conference aims to continue to promote the effectiveness and maintain good relations between localities, proposing substantive and highly feasible cooperation contents, suitable to the development requirements and potentials and advantages of the parties.
Within the framework of the Conference, there will be the following activities: Opening ceremony; plenary session; thematic discussion sessions: Investment, trade; culture, health, education, tourism; transportation, logistics; closing ceremony. Sideline activities include: Official reception; signing ceremony of cooperation agreements between localities and enterprises; field survey program and tour of Hanoi.
