On the same morning, the Hue City Civil Defense Command issued a warning to limit going out when the wind is strong during storm No. 10. Accordingly, this agency asked people to limit going out between 10am and 2pm on September 28, until further notice.
According to the representative of the People's Committee of An Cuu Ward, at around 6am on September 28, the authorities found the body of the missing victim swept away by floodwaters that occurred on the afternoon of September 27 on Nguyen Huu Canh Street. The body of the female victim was found about 100m from the scene of the accident. An Cuu Ward has encouraged and supported the victim's family with 10 million VND.
The total rainfall in Hue city in the past hours is generally 200 - 400m. The water level of the Perfume River at Kim Long station is currently at 1.27m, 0.27m above alert level 1. Due to the impact of heavy rain, some areas in the center of Hue city have been flooded, such as: Nguyen Huu Canh Street, An Cuu Ward; Ngo Duc Ke Street, Phu Xuan Ward... By the morning of September 28, the water level in these areas had receded but travel was still difficult.
Hue City has evacuated 273 households with 620 people in the following communes and wards: Chan May - Lang Co, Binh Dien, Duong No, An Cuu, Hung Loc, A Luoi 1, A Luoi 2. Responding to storm No. 10, Hue City has a plan to evacuate 3,038 households with 9,977 people, mainly concentrated in coastal and lagoon areas.
It is forecasted that due to the influence of storm No. 10, from September 28 to 29, Hue city will continue to have heavy rain, very heavy rain; total rainfall for the period will generally range from 200-350mm, in some places over 500mm.
