Hue is the first centrally-governed city with heritage urban characteristics in Vietnam.

From January 1, 2025, Hue will become the 6th centrally-governed city of Vietnam, and at the same time the first centrally-governed city with the nature of a "heritage city" in Vietnam.

On the evening of December 29, Thua Thien Hue province held a ceremony to announce the National Assembly's Resolution on the establishment of Hue City under the central government and the National Assembly Standing Committee's Resolution on the arrangement of district and commune-level administrative units of Hue City in the 2023-2025 period.

Speaking at the ceremony, Mr. Tran Thanh Man - Politburo member, Chairman of the National Assembly said that at the 8th Session, the 15th National Assembly passed the Resolution to establish Hue City under the central government with a very high rate of approval from National Assembly deputies.

Thus, from January 1, 2025, Hue will become the 6th centrally-governed city of Vietnam.

This is not only the pride and long-standing wish of generations of leaders and people of Hue City, but also opens a new promising period for a locality with a rich history and culture, a land of outstanding people.

National Assembly Chairman Tran Thanh Man emphasized that in the history of national construction and development, Hue City has always held a particularly important role and position, being the gateway of the East-West economic corridor; one of the major centers of culture, tourism, education, training, and specialized healthcare; a growth pole of the Central dynamic region and a key position in national defense and security.

Hue is a land of unique culture and civilization. It is the only place in Vietnam and Southeast Asia that has 8 heritages recognized by UNESCO, including a World Heritage Site recognized by UNESCO since 1993 and becoming an official member of the international heritage network.

That is the specific factor and standard of the first centrally-governed city with the nature of a "heritage city" in Vietnam.

Looking back on the journey of construction and development, Hue has made great efforts to "transform" and has achieved many extremely important results. Hue has built an urban model in the direction of heritage, ecological, and environmentally friendly landscape urban areas; formed and developed cultural and tourism centers, multi-disciplinary and multi-field education and training centers, and specialized medical centers of the region and the whole country.

The 15th National Assembly issued Resolution No. 38 on piloting a number of specific mechanisms and policies for the development of Thua Thien Hue province, which specifically stipulates a number of specific mechanisms and policies on financial management, state budget, tourism fees and Hue heritage conservation fund, as a basis for promoting a stable, balanced and harmonious development process, both preserving and promoting heritage values ​​and creating a driving force for socio-economic development, ensuring national defense and security, and building a strong political system.

National Assembly Chairman Tran Thanh Man said that Hue City being directly under the central government and rearranging administrative units at district and commune levels aims to improve the effectiveness and efficiency of state management, promote potential and advantages to promote socio-economic development of the whole country, of the Central Key Economic Region and of the locality, contributing to improving the lives of cadres, civil servants and people; ensuring national defense; maintaining social order and safety in the new situation.

To effectively implement the Resolution of the National Assembly and the Resolution of the National Assembly Standing Committee, the National Assembly Chairman requested the Party Committee and the government of Hue City to have a specific, clear and feasible plan to solve the difficulties and challenges when becoming a centrally-run city, such as changing the state management organization model from a province to a centrally-run city with a higher level of urbanization, the government apparatus must be organized in a unified, specialized and professional manner, meeting well the functions and tasks of urban management, construction order, land management, ensuring political security, order and social safety.
