Hung Yen speeds up progress of LNG power plant and key housing projects

At a recent meeting, the People's Committee of Hung Yen province focused on discussing, removing obstacles and giving strong direction to the 1,500 MW LNG Power Plant Project and a series of commercial and social housing development projects in the old Thai Binh city.

According to the report of the Department of Finance, the LNG Power Plant Project has a total investment of more than 47,000 billion VND, using a land and water surface area of ​​about 269.43 hectares.

Up to now, many important procedures such as feasibility study reports, environmental impact assessments, 1/500 planning adjustments and construction drawing designs have been basically completed or are in the process of appraisal.

Land acquisition, compensation and site clearance are also being urgently implemented. About 2.2 hectares of land on the shore have been compensated, the remaining land including aquaculture land, traffic land, residential land... are being counted, origin verified and compensation plan documents prepared.

The Department of Construction said that in the old Thai Binh city, there are currently 3 key commercial housing projects being implemented: Dong Hoa Commune Residential Area, Tan Binh - Tien Phong New Urban Area and Kien Giang New Urban Area.

Of which, the project in Dong Hoa has completed more than 80% of the agricultural land clearance work and is finalizing the compensation plan for the remaining area. Legal procedures such as environmental impact assessment and feasibility study have almost been completed.

The project in Tan Binh commune and Tien Phong ward has liberated nearly 99% of agricultural land, however, the relocation of enterprises in Phong Phu industrial cluster and the handling of backlog at Tien Phong waste plant are still facing many difficulties in terms of mechanism and resources.

Meanwhile, the Kien Giang New Urban Area Project is focusing on the preparation of feasibility studies and site clearance. Hundreds of households have agreed to have their land reclaimed ahead of schedule. The construction of a resettlement area in Lac Chinh village is also being carried out in parallel.

In addition to commercial projects, the old Thai Binh city also has 3 social housing projects that have been approved for investment with a total area of ​​nearly 3.5 hectares, expected to build 7 high-rise buildings, providing more than 1,500 apartments. Investors are rushing to complete legal documents, land procedures, and designs to be eligible to start construction in August 2025.

In addition, 5 land plots belonging to the 20% social housing land fund in commercial housing projects have also been planned in accordance with regulations, creating favorable conditions for implementation in the near future.

Concluding the meeting, Standing Vice Chairman of Hung Yen Provincial People's Committee Nguyen Quang Hung highly appreciated the efforts of departments, branches and investors in the past time. Regarding the LNG power plant project, Mr. Nguyen Quang Hung requested to focus on site clearance, quickly remove bottlenecks to soon hand over clean site, ensuring construction start in the third quarter of 2025. The Economic Zone Management Board was assigned to preside over and coordinate with the Department of Finance and related units to complete procedures in accordance with the process.

Regarding housing projects, the Vice Chairman of the People's Committee of Hung Yen province requested to completely resolve the existing problems regarding land origin, document appraisal, land allocation and design approval. The Department of Construction continues to urge and guide investors to ensure progress; at the same time, proactively advise and propose special mechanisms if problems arise beyond its authority.

Local authorities with projects need to closely coordinate with Land Fund Development Center No. 2 and investors, increase propaganda, and create consensus among the people so that the project can be implemented smoothly and on schedule.
