Instructions for implementing national defense and security education tasks for the 2024-2025 school year

Accordingly, the Ministry of Education and Training requests that units continue to thoroughly grasp and seriously implement Directive No. 12-CT/TW dated May 3, 2007 of the Politburo on strengthening the Party's leadership over national defense education in the new situation; Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee "On fundamental and comprehensive innovation of education and training, meeting the requirements of industrialization and modernization in the conditions of a socialist-oriented market economy and international integration"; Law on National Defense Education No. 30/2013/QH13 dated June 19, 2013, Law on Anti-Terrorism No. 28/2013/QH13 dated June 12, 2013, Law on Civil Defense No. 18/2023/QH15 dated June 20, 2023;

Decree No. 13/2014/ND-CP dated February 25, 2014 of the Government detailing and providing measures for implementing the Law on National Defense and Security Education and Decree No. 139/2020/ND-CP dated November 27, 2020 of the Government amending and supplementing a number of articles of Decree No. 13/2014/ND-CP dated February 25, 2014 of the Government; Decree No. 168/2018/ND-CP dated December 28, 2018 of the Government on National Defense Work in Central and Local Ministries, Branches; Decree No. 07/2014/ND-CP dated January 27, 2014 of the Government regulating the organization, tasks, powers and coordination relations of the Steering Committees for Counter-Terrorism Prevention and Control at all levels and guiding documents of the Ministry on National Defense and Security Education; Anti-terrorism; civil defense. Identifying the work of national defense and military education; anti-terrorism; civil defense as one of the key leadership tasks of Party committees, authorities, heads of agencies, units, and schools.

Promote digital transformation, innovate state management of national defense education, build a democratic, disciplined, and orderlyeducational environment, ensure quality and effectiveness in teaching and learning national defense education.

Direct and implement the plan of tasks and key solutions for the 2024-2025 school year of the Education sector. Closely follow the organization of teaching and learning of the National Defense Education subject according to the provisions of the Law on National Defense Education and the directives and guidelines of the Ministry of Education and Training, and relevant ministries and branches to ensure safety, quality and effectiveness; create favorable conditions for students to study and complete the National Defense Education subject content program according to the training plan. Organize training in national defense and security knowledge for subjects in accordance with regulations.

Continue to innovate and improve the quality of National Defense Education, educate patriotism, national pride, self-respect, and sense of responsibility for the cause of building and defending the Fatherland; combine with political education, ideology, ethics, lifestyle, life skills, professional skills, physical training, legal knowledge and other educational activities for students suitable for each age group.

Focus on developing, training and fostering a team of teachers, lecturers and managers of National Defense Education with political qualities, ethics, lifestyle, knowledge, professional capacity, skills and teaching methods of National Defense Education; ensuring sufficient quantity and gradually meeting standards, meeting the requirements of teaching and managing the subject.

Increase investment resources, upgrade facilities, supplement teaching equipment, teaching models, weapons, and equipment; build and consolidate training grounds and training grounds; exploit and use textbooks, curriculum, learning resources, teaching equipment, and effective teaching models to meet teaching and learning requirements as prescribed.

Thoroughly grasp, develop plans, organize and implement national defense and military work; counter-terrorism; civil defense and organize activities in accordance with regulations.

Strengthen inspection, examination, supervision and urging of implementation according to authority. Organize and carry out emulation movements well, replicate advanced models in education of national defense and security; national defense, military; anti-terrorism; civil defense. Implement the regime of preliminary and final summaries and reports according to regulations.
