That was the direction of comrade Nguyen Minh Luan, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, at the Conference to remove difficulties at the beginning of the 2025-2026 school year and thoroughly implement the project of teaching 2 sessions/day, organizing boarding schools, investing in clean drinking water systems and school toilets, which took place on the morning of September 24.

Prioritize investment in essential infrastructure for education
The province currently has 764 units and schools, including: 215 kindergartens, 313 primary schools, 174 secondary schools, 53 high schools, 8 continuing education - vocational education centers and 1 Specialized Education School. In addition, the province also has 6 colleges, 1 university and 1 branch of Binh Duong University. As of September 23, 2025, Ca Mau has 629/731 schools meeting national standards, accounting for 86.05%.
Entering the new school year, the whole sector has seriously implemented the direction of the Central and the province on perfecting the organization and apparatus within agencies and units after the merger; reviewing staff needs, assigning expertise, arranging classes and implementing enrollment work in accordance with regulations. However, there are still many difficulties: teaching equipment according to the 2018 General Education Program has not been provided in time; some classrooms are degraded, the current classrooms have small areas, not ensuring teaching and learning for primary school with 35 students/class, secondary school with 45 students/class; vocational education, educational quality assessment, and building schools that meet national standards still face difficulties. The teaching staff is still surplus and lacking locally; the contract and recruitment of additional teachers have not met the actual requirements at school units. A number of teachers are still limited in using electronic applications, the information technology infrastructure is not really synchronized...
Mr. Ta Thanh Vu, Deputy Director of the Provincial Department of Education and Training, reported on the difficulties and obstacles at the beginning of the school year as well as the progress of the project to teach 2 sessions/day, organize boarding schools, invest in clean drinking water systems and toilets up to this point.
Synchronize solutions, aim for long-term goals
Currently, the total number of public kindergartens and primary schools in the province that teach two sessions a day is 98.46%, striving to increase this rate to 100% by the end of the 2025-2026 school year. Regarding investment in clean water systems, the province plans to allocate 96 billion VND for repair and new equipment; at the same time, build 188 new toilets and repair 366 toilets in the period 2025-2027.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Minh Luan requested: "The recruitment and selection of education officials must be carried out in accordance with regulations. In the meantime, units need to be flexible in contracts and increase hours to ensure that teaching and learning are not interrupted. Vocational education will soon be rearranged in accordance with the direction of the Central Government. The appointment of education management officials will be carried out according to the roadmap of the two-level local government. At the same time, localities need to review and rearrange specialized education officials at the commune level, and reasonably arrange school staff such as security, medical, and sanitation to ensure stable educational activities."
He also emphasized that the organization of teaching 2 sessions/day and boarding must be based on surveys and in accordance with the wishes of parents and students. The education sector needs to closely follow Resolution 71 of the Politburo on breakthroughs in education and training development, while promoting the application of digital transformation in management, minimizing paper documents, gradually modernizing schools, contributing to improving operational efficiency and comprehensive education quality.
