Member of the Party Central Committee, Secretary of An Giang Provincial Party Committee Le Hong Quang spoke at the online conference between the An Giang Provincial Party Committee and the Kien Giang Provincial Party Committee.
Implementing the policy of the Politburo and the Central Executive Committee, in recent times, the whole country in general, An Giang province and Kien Giang province in particular have actively developed a project to rearrange commune-level administrative units. Up to now, the rearrangement of the two provinces has been basically carried out in accordance with the correct order and procedures, in accordance with the requirements of the Central Government. At the same time, attention has been paid to organizing extensive propaganda to all Party members, cadres, civil servants, public employees, workers and all people in the area about the policy and the necessity of rearranging provincial-level administrative units, to create a breakthrough and driving force for the implementation of the goals and tasks of socio-economic development of the country in general and localities in particular in the new era. Thereby, creating a very high consensus among the Party Committee, government and people when carrying out the rearrangement.
Member of the Provincial Standing Committee, Vice Chairman of the People's Committee of Kien Giang province Nguyen Thanh Phong said: "After reviewing and carefully studying the arrangement plan based on criteria on natural area, population size; history, tradition, culture, ethnicity; geo -economics ; geo-politics; national defense - security of the southwestern border area of the Fatherland, An Giang and Kien Giang provinces are adjacent, have many similarities in natural conditions, historical traditions, associated with the revolutionary history of the southwestern region, the history of resistance of Zone 9 during the resistance war against French colonialism and American imperialism; similar cultural exchanges, customs, beliefs and ethnicity; have equivalent economic scale and support each other in the general development orientation of the region; synchronous traffic system connecting the two provinces. Therefore, the arrangement and merger of the two provinces will form a new province with the largest economic scale in the southwestern region, with a combination of maritime economy, border trade, agriculture and tourism; maximizing the potential and advantages of geographical location and land fund associated with advantages in border trade, seaports and tourism".
Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of An Giang province Ho Van Mung spoke at the conference.
According to the draft project to merge An Giang and Kien Giang provinces, An Giang province will be established on the basis of merging the entire natural area of 3,536 km2, population of 2.7 million people of An Giang province, the entire natural area of 6,352 km2, population of 2.2 million people of Kien Giang province. After the merger, the new An Giang province will have nearly 9,900 km2 (197.8% of the standard), a population of more than 4.9 million people (353.7%), 102 grassroots administrative units (including 85 communes, 14 wards and 3 special zones). The administrative and political center of the new An Giang province will be located in Rach Gia city, Kien Giang province today.
The Politburo decided to establish a new Party Committee of An Giang province on the basis of merging the Kien Giang Provincial Party Committee and the An Giang Provincial Party Committee. At the same time, it appointed the Executive Committee, Standing Committee, Secretary, Deputy Secretary, members of the Inspection Committee, Chairman and Vice Chairman of the Inspection Committee of the An Giang Provincial Party Committee for the 2020-2025 term according to regulations. In the next term, the number of Executive Committee members, Standing Committee members, Deputy Secretaries; Members and Vice Chairmen of the Inspection Committee of the Provincial Party Committee will be implemented in accordance with the regulations of the Politburo and the instructions of the Central Committee.
Regarding the structure, the number of Party Committee members, Standing Committee members, and Deputy Secretaries of Party Committees for the 2025-2030 term of An Giang province will be implemented according to Conclusion 150-KL/TW of the Politburo (guiding the development of personnel plans for provincial Party Committees subject to consolidation, merger, and newly established commune levels). The agencies advising and assisting the Provincial Party Committee include: the Provincial Party Committee Office, the Provincial Party Committee Inspection Committee, the Provincial Party Committee Organization Committee, the Provincial Party Committee Internal Affairs Committee, the Provincial Party Committee Propaganda and Mass Mobilization Committee, and the Party's public service units according to regulations. The Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and the State shall be arranged and merged according to the instructions of the Party Committee of the Vietnam Fatherland Front.
The organization of local government is basically the same as the current provincial model, including the People's Council and the People's Committee. Specific tasks and powers are implemented according to the provisions of the Law on Organization of Local Government (amended, to be considered and approved by the National Assembly at the 9th session) and regulations of competent authorities. The number of cadres, civil servants and public employees of An Giang province after the rearrangement must not exceed the total number of cadres, civil servants and public employees (number present) of An Giang province and Kien Giang province before the rearrangement. Implement staff streamlining in conjunction with restructuring and improving the quality of the team according to the roadmap, ensuring that within 5 years the number of staff is basically in accordance with regulations. After the local government of An Giang province comes into operation, based on the population size, natural area, functions, tasks and powers of the province, build job positions and submit them to the competent authority to assign staff...
Concluding the online conference, An Giang Provincial Party Secretary Le Hong Quang and Kien Giang Provincial Party Secretary Nguyen Tien Hai affirmed: The draft project to merge the two provinces basically meets the requirements and complies with the Central's instructions. The determination of the names of administrative units and political-administrative centers has closely followed the principles and conditions under the Central's direction. Thereby, it is recommended that the professional agencies of the two provinces fully absorb the opinions of delegates at the conference, adjust, supplement, and complete the project on schedule, and submit it to the Government according to regulations.
