On the afternoon of March 15, in Hanoi, the Ministry of Industry and Trade held a meeting of the Drafting Committee of the Electricity Law (amended) with the participation of many relevant agencies and units, chaired by Minister Nguyen Hong Dien.
According to the Ministry of Industry and Trade, this draft law aims to concretize Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo on the strategic orientation for Vietnam's national energy development to 2030, with a vision to 2045.
Accordingly, the Ministry of Industry and Trade is assigned to research, summarize the implementation and propose the development of the Electricity Law (amended) to fully institutionalize the contents of Resolution No. 55-NQ/TW.
At the meeting, Minister Nguyen Hong Dien asked members of the drafting committee to contribute comments to the draft law, ensuring that it meets the 6 major policies in the draft of the revised Electricity Law, including:
Policy 1: Planning and investing in electricity development to ensure energy security for the country
Policy 2: Development of renewable energy and new energy
Policy 3: Completing regulations on electricity operating conditions and the granting and revocation of electricity operating licenses
Policy 4: Manage electricity trading activities in the direction of promoting a transparent, fair, efficient competitive electricity market and electricity prices according to market mechanisms.
Policy 5: Managing and operating the power system, focusing on encouraging economical use of electricity, strengthening the implementation of solutions to manage electricity demand and adjust electricity load.
Policy 6: Safe use of electricity after the meter and ensuring safety of dams and hydroelectric reservoirs during the construction and operation phase of hydroelectric projects
Regarding the content of "managing electricity trading activities towards promoting a transparent, fair, effective competitive electricity market and electricity prices according to market mechanisms", information from the Ministry of Industry and Trade said that since 2020, the Ministry of Industry and Trade has proposed and implemented the construction of a direct electricity trading mechanism (DPPA).
On December 29, 2023, the Ministry of Industry and Trade submitted document 9329 to the Prime Minister requesting the development of a decree regulating the mechanism for direct electricity purchase and sale between power generation units and large electricity users.
The Ministry of Industry and Trade said that in the process of developing the draft mechanism on DPPA, it has researched and assessed the current situation, calculated options and consulted international experience to propose criteria and models suitable for Vietnam, ensuring the feasibility of operating the power system and being consistent with the design of the electricity market in Vietnam.
Regarding the direct power purchase mechanism DPPA, recently, many investors, international organizations and large FDI corporations such as Samsung, Apple, Heineken, Google, Nike... have expressed their interest and support for this mechanism. Most businesses hope that Vietnam will soon issue this mechanism to conform to the general trend of the world, promote a transparent competitive electricity market, and electricity prices according to market mechanisms.
