Attending the meeting were comrades: Tran Hong Ha, Member of the Central Committee of the Party, Deputy Prime Minister, Head of the National Steering Committee on IUU; Tran Duc Thang, Member of the Central Committee of the Party, Minister of Agriculture and Environment .
The meeting was attended by representatives from several ministries, departments, and agencies that are members of the National Steering Committee on IUU (Illegal, Unreported, and Unregulated) Fishing, as well as 21 coastal provinces and cities. The conference was held in a hybrid format, combining in-person and online participation.
Attending the online conference from the Ninh Binh provincial branch were Comrade Tran Anh Dung, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee on IUU; and representatives of the leaders of the departments and agencies that are members of the Provincial Steering Committee on IUU.
According to reports at the conference, as of December 16, 2025, ministries, sectors, and localities are actively coordinating to update and finalize reports to be submitted to the EC. The implementation of EC recommendations continues to be vigorously carried out in provinces and cities. The Ministry of Agriculture and Environment has revised, finalized, and submitted to the Prime Minister a Decree on administrative penalties related to IUU (Illegal, Unreported, and Unregulated) fishing. Inspection teams have conducted inspections in several localities, and the results show a significant decrease in violations related to the connection of vessel tracking devices… Khanh Hoa province has processed and initiated criminal proceedings against two businesses for violations in swordfish export.
Following the directives of the Prime Minister and the National Steering Committee on IUU (Illegal, Unreported, and Unregulated) Fishing, Ninh Binh province has completed and regularly implemented 18 tasks; one task is currently being implemented, with no tasks delayed or overdue. By December 15, 2025, Ninh Binh province had arranged two centralized mooring areas at Ninh Co Fishing Port, Hai Thinh commune and Cong No. 9, Giao Phuc commune. A 24/7 monitoring and warning system has been in place to assist fishermen when their vessels lose tracking signals; 1,835 text messages and phone calls have been made, an increase of 203 compared to the previous week. By December 15, 2025, 455 out of 455 vessels had been verified and processed, achieving a 100% success rate; of which 368 vessels were fined administratively, totaling 10.35 billion VND, and 87 vessels had their cases closed. Currently, the Department of Agriculture and Environment is reviewing and guiding Thinh Long Co., Ltd., Hai Thinh commune, to complete the procedures to request the official opening of the port in accordance with regulations…
Concluding the conference, Prime Minister Pham Minh Chinh requested that ministries, agencies, and localities focus on reviewing all tasks and upholding a high sense of responsibility in managing fishermen and fishing vessels. He emphasized the need for immediate inspection and investigation in localities where violations are frequent or where enforcement is indecisive and ineffective, in order to strictly address them. He stressed the importance of proactively completing unfinished tasks, strengthening the management of fishing fleets, identifying the addresses of violating vessels, and immediately and severely punishing offenders. He called for mobilizing the entire political system to contribute to resolving the EC's "yellow card" warning. Localities must strengthen discipline and order, with heads of Party committees and governments being held accountable to the Government and the National Steering Committee on IUU (Illegal, Unreported, and Unregulated) fishing vessel control in their respective areas. The central government will change its approach to create noticeable changes and clarify the responsibilities of ministries, agencies, provinces, and cities. Focus on unifying data and finalizing reports to be submitted to the EC. These reports must clearly demonstrate Vietnam's efforts in implementing and addressing the EC's recommendations. A thorough review of all Vietnamese seafood shipments exported to the EC is crucial. Businesses operating in this sector must submit reports as required; failure to do so will result in severe penalties. Any detected violations must be dealt with decisively and immediately.
