On the morning of August 19, the Central Economic Commission delegation led by Mr. Nguyen Duc Hien, Deputy Head of the Central Economic Commission, together with representatives of central ministries and branches, had a working session with Phu Yen Provincial Party Committee on the implementation of Resolution No. 39-NQ/TW, dated January 15, 2019 of the 12th Politburo on improving efficiency, management, exploitation and use of economic resources.
Comrade Cao Thi Hoa An, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council co-chaired the meeting. Attending the meeting were members of the Standing Committee of the Provincial Party Committee: Vice Chairman of the Provincial People's Council Le Thanh Dong, Standing Vice Chairman of the Provincial People's Committee Le Tan Ho, Head of the Provincial Party Committee's Mass Mobilization Commission Dinh Thi Thu Thanh, Head of the Provincial Party Committee's Propaganda and Education Commission Bui Thanh Toan; leaders of departments, branches, universities and colleges in the province.
Reporting to the Central Economic Commission delegation, comrade Le Tan Ho said that after the 12th Politburo issued Resolution 39-NQ/TW, the Provincial Party Standing Committee issued Plan No. 105a-KH/TU on June 4, 2019 to strictly implement the guiding viewpoints of Resolution 39-NQ/TW. As a result, Phu Yen has exploited the resources of the economy, contributing to the growth of the province. The average growth rate of gross regional domestic product (GRDP) in the period of 2019-2023 reached 5.6%/year.

The scale of the economy has been constantly improved, in 2019 GRDP in the province (current price) reached more than 42,459 billion VND, by 2023 it will reach about 57,207 billion VND, an increase of 35%; the economic structure has shifted in the right direction, towards increasing the proportion of industry - construction and services, reducing the proportion of agriculture, forestry and fishery; new rural construction has many positive changes...
However, the economic scale of Phu Yen is still small, there are not many large-scale production and business projects; internal accumulation of the economy is still low. Many projects have been licensed but are still stuck in compensation and site clearance, leading to slow progress. Investment capital for economic infrastructure in the area has not met the demand while mobilization in the form of socialization is still limited.

The socio-economic infrastructure is limited, especially the transport infrastructure, agricultural infrastructure, and socio-cultural infrastructure. The quality of human resources is still limited, especially high-quality human resources. The province's scientific and technological potential has not met the development requirements.
Regarding the ability to complete the goals by 2025, 2035 and 2045, Phu Yen Provincial Party Committee assessed that the proportion of laborers working in the agriculture, forestry and fishery sector in 2025 will account for about 35-37%, in 2035 it will be equivalent to the national average, below 25% and in 2045 it will be equivalent to the national average, below 15% of the total labor force in the province. Regarding the human development index (HDI), in 2035 it will strive to be equal to the national average, reaching about 0.7-0.799; in 2045 it will be equal to the national average, reaching 0.8 or higher.
Phu Yen province will complete the synchronous construction of a database for the natural resources and environment sector and a natural resources and environment monitoring information system by 2035.
To continue effectively implementing Resolution No. 39-NQ/TW of the 12th Politburo, Phu Yen province proposes to promptly amend the Investment Law to conform with relevant laws that have just come into effect such as: Land Law, Real Estate Business Law, Housing Law.
For national sectoral plans, the North Central and Central Coastal region plans approved by the Prime Minister, so that localities have a basis for implementation, it is recommended that the Government direct relevant ministries and sectors to promptly submit to competent authorities for approval of implementation plans.
Recommend that the Government allow localities to organize the establishment, appraisal and approval of local adjustments to general construction planning when the proposed adjustment content does not change the nature, function, scale and main planning solutions of the planning area...

Speaking at the meeting, comrade Nguyen Duc Hien, Deputy Head of the Central Economic Commission, said: Resolution No. 39/NQ-TW of the 12th Politburo has made an important contribution to promoting the socio-economic development of Phu Yen province in particular and the whole country in general. The resolution aims to improve the efficiency of exploitation, management, mobilization, allocation and use of resources to promote socio-economic development. The goal is to achieve social justice and improve the material and spiritual life of the people.
Phu Yen needs to regularly organize and inspect the use of economic resources; not to let waste, resource depletion and environmental destruction occur.
From the implementation results in localities, including Phu Yen, along with proposals and recommendations, the Central Economic Committee will synthesize and develop a project to summarize 5 years of implementing Resolution 39/NQ-TW, in which, clarifying the problems, bottlenecks, and major bottlenecks in implementing the resolution on human resources, material resources and financial resources so that the Politburo can propose solutions when continuing to implement this resolution in the coming time.
