Hong Dan District: Ensure site clearance for key projects before the fourth quarter of 2023

Speeding up the progress of disbursement of public investment capital and project works, striving to disburse 100% of transitional works of 2022 and the public investment capital plan of 2023; in particular, the determination to complete site clearance for construction works in the district is the goal that Hong Dan aims for and focuses on implementing from now until the end of 2023.

Breakthrough in disbursement of public investment capital

Based on the resolution on the 2023 local budget public investment plan approved by the District People's Council, the District People's Committee has actively directed to accelerate the implementation and disbursement of public investment capital.

Specifically, the district has disbursed nearly 65.3 billion VND/184.7 billion VND of the total public investment capital plan for 2023, reaching 35.31%. Of which, the source decided by the province to invest is 46.1 billion VND, disbursed more than 4 billion VND, reaching 8.7% of the plan; the source decided by the district to invest is nearly 138.7 billion VND, disbursed more than 6.2 billion VND, reaching 44.15% of the plan. The capital sources assigned at the beginning of the year are more than 59 billion VND, disbursed 45.8 billion VND, reaching 77.60%; undisbursed sources such as the National Target Program are nearly 7.5 billion VND; the source of increased land revenue in 2022 is more than 1.22 billion VND; the province's additional source is 55.5 billion VND, the district will continue to disburse until the end of 2023.

The disbursement result in the first 6 months of the year was 61,213 billion VND, reaching 44.15% of the plan. The district paid special attention to directing the basic construction work; all levels and sectors accelerated the implementation progress and promptly handled and resolved difficulties and obstacles for investors, especially for key projects.

Commitment to clean land clearance

Mr. Nguyen Van Thoi - Chairman of the People's Committee of Hong Dan district affirmed that in order for key investment projects and construction projects passing through the district to be on schedule, the district is determined to handle and carry out site clearance work well from now until the end of the third quarter (the end of September 2023). Accordingly, the district currently has 4 major projects related to site clearance, with nearly 2,000 households and organizations affected. Specifically, the Ninh Quoi - Ngan Dua road construction project (DT 978) with a length of 11km has more than 1,000 households affected; the Phuoc Long - Ba Dinh road construction project (DT 979) with a length of 22km has 400 households affected; The DT 980 project passes through 3 localities with a length of 10km, affecting 300 households, and the national key project of the North-South Expressway has a length of 7.7km, passing through 3 communes of Hong Dan district, affecting more than 200 households.

Up to this point, thanks to the district's determination in site clearance, there are currently only a few dozen households that have not yet handed over their sites. A typical example is the Ninh Quoi - Ngan Dua Road Construction and Upgrade Project, invested by the District Project Management Board, passing through the three communes of Ninh Quoi A, Ninh Hoa and Loc Ninh, starting in 2019 and ending in 2023, with a total project investment of more than 271 billion VND. According to calculations, if the site clearance work is completed before September, the project will be on schedule by the end of 2023.

With the locality's high determination, the Chairman of the People's Committee of Hong Dan district affirmed that the district has been directing strongly to synchronously implement the site clearance work. Ensuring the correctness, completeness and benefits for the people, organizing dialogues, resolving requests... of households affected by project works that have not agreed with the compensation plan... However, the district will also resolutely handle cases that have been fully and correctly calculated but still deliberately do not comply. The district commits to completing the site clearance stage at the above projects by the end of September, ensuring that contractors can construct on schedule.
