Ia Khuol creates a solid foundation for the new stage

(GLO)- On August 16, the Ia Khuol Commune Party Committee held the 1st Party Congress for the 2025-2030 term. From a particularly difficult commune with unsynchronized infrastructure, a high poverty rate, and people's lives mainly dependent on agricultural production, Ia Khuol today has gradually changed to a new look.

With the spirit of solidarity, close leadership of the Party Committee, drastic management of the government and consensus of the people, Ia Khuol commune has overcome many challenges, achieved important achievements, creating a solid foundation for the new development stage.

Advantages and challenges of socio-economic development

Ia Khuol was established on the basis of merging 3 administrative units: Ha Tay, Dak To Ver and the old Ia Khuol. The commune has 26 hamlets and villages, a population of over 17,150 people, of which more than 83% are ethnic minorities (mainly Jrai and Bana people) - an advantage in cultural diversity but also a challenge in socio-economic development.

In the early days, the commune faced many difficulties with fragmented infrastructure, life relying on traditional agriculture , and limited budget revenue. However, thanks to the close leadership of the Party Committee, the drastic management of the government, and the solidarity of the people, Ia Khuol has transformed strongly.

In the period of 2020 - 2025, the average product growth rate will reach 6.39%/year; the average income per capita in 2025 is estimated at 26.6 million VND, exceeding the Resolution by 2.1 million VND. The commune's total budget revenue is more than 184 billion VND, spending over 173 billion VND - ensuring balance, prioritizing investment in development and social security.

In the economic structure, agriculture is still the mainstay. The commune has restructured crops, maintaining stable areas of coffee, pepper, durian, rubber, passion fruit, etc. Many typical products have affirmed their position in the market such as dried bamboo shoots, bamboo shoot pieces, and bird's nests that have been certified as 3-star OCOP.

Livestock farming remains stable with 2,650 cows, 1,800 pigs, more than 270 goats, 8,400 poultry; aquaculture area of 2 hectares. Forest protection is focused on, 2,482 hectares of forest are contracted to the community, maintaining a coverage of over 32% and creating additional livelihoods for the people.

People contribute, homeland changes

The new rural development program is a lever for infrastructure development. Over the past 5 years, the commune has mobilized more than 75 billion VND from many sources; people have contributed thousands of working days, donated land to build roads and cultural houses.

By June 2025, Ia Khuol had achieved 8/19 new rural criteria. Concrete roads covered all villages and hamlets; electricity and water supply systems were expanded; schools and medical stations were upgraded, etc., creating a new look for the countryside, which still had many difficulties. The mindset of "waiting and relying on" of the people had clearly decreased, replaced by the spirit of "the State and the people working together".

The commune meets the standards of universal preschool education for 5-year-olds, primary school level 3, and secondary school level 2. In the 2024-2025 school year, there will be 9 schools with 3,812 students; 2 schools meet national standards; the school attendance rate is over 98%.

Primary health care has been strengthened, 99.76% of the population participates in health insurance; children under 6 years old are examined and treated for free, and fully vaccinated. Epidemic prevention, especially against Covid-19, has been seriously implemented, preventing outbreaks.

Cultural and sports activities are maintained regularly, the movement "All people unite to build a cultural life" spreads widely. The whole commune has 23/26 villages and hamlets achieving cultural titles; 70.98% of households achieving cultural families. Many traditional festivals of the Jrai and Bana people continue to be maintained, becoming local characteristics, both preserving identity and opening up directions for cultural tourism development.

Strong security, stable politics

Bordering Quang Ngai province, with National Highway 14 and National Highway 19D passing through, Ia Khuol faces complex security risks. However, thanks to the synchronous implementation of solutions, the commune has maintained stability, effectively preventing the activities of FULRO and “De Ga Protestantism”. The model of “Returning to faith, keeping peace in villages and hamlets” has shown positive results.

The movement “All people protect national security” has been promoted; many villages and hamlets have installed security cameras, contributing to preventing and fighting crime. Annual military recruitment has reached 100% of the target; the militia and reserve forces have been built up strongly.

The commune Party Committee currently has 41 Party cells and 385 Party members; 100% of Party cell secretaries are also village heads. The work of developing new Party members, especially young, female, and ethnic minority cadres, is focused on. Inspection and supervision work is carried out regularly, promptly correcting violations; the quality of Party cell activities is gradually improved, closely following the local political tasks.

The government operates more and more effectively, promotes administrative reform, applies the “one-stop” mechanism and online public services, shortens the time to process documents for people. The Fatherland Front and socio-political organizations innovate the content and methods of operation, launch patriotic emulation movements, build 26 “Smart Mass Mobilization” models associated with economic development, cultural preservation, and security assurance.

Fast, sustainable development, rich in cultural identity

Entering the 2025 - 2030 period, Ia Khuol aims to develop rapidly, sustainably, and rich in cultural identity; improve people's lives; maintain political security and social order and safety.

The commune has set a number of specific targets, such as: Product value growth rate reaches 11.6%/year; budget revenue reaches 6.8 billion VND; poverty rate drops to below 2.4%; health insurance coverage is 100%; forest coverage rate is over 34.12%; rural residents use clean water reaches 100%; solid waste in rural areas is collected at 44%. Every year, 90% or more of party organizations are assessed as having completed their tasks well; admission of new party members reaches 3% or more of the total number of party members at the beginning of the term.

To achieve this goal, the commune focuses on developing high-tech agriculture and organic agriculture; increasing the value of advantageous products; developing trade, services, and community tourism; investing in synchronous infrastructure; protecting the environment; strengthening national defense and security. In addition, improving the quality of the political system; innovating the activities of the Front and mass organizations; effectively implementing mass mobilization work, creating high consensus among the people.

Based on the achievements of the past term and the spirit of solidarity and determination of the entire political system and the people, Ia Khuol is ready to enter a new stage of development, aiming to become a dynamic economic, cultural and social region of the province - where every person has a prosperous and happy life.
