The goal is to build and deploy a synchronous system architecture and a shared platform throughout the entire political system, from the central to local levels, ensuring seamless connection, communication, and data sharing between the Government, ministries, branches, localities, and Party agencies, the National Assembly, the Vietnam Fatherland Front, the People's Court, the People's Procuracy, and socio-political organizations, ensuring synchronization and unity throughout the political system, implementing the goals of Resolution No. 57-NQ/TW of the Politburo.
Strive for 100% of national databases and specialized databases to be reviewed, evaluated, continued to be built, supplemented and standardized comprehensively according to common standards, ensuring coverage of all areas of state management, the ability to connect, share and integrate; improve the quality of online public service provision, effectively serve the direction, administration and reform of administrative procedures based on data, meeting the practical needs of people and businesses. National databases and specialized databases must be synchronous and unified from the central to local levels, maintained correctly, sufficiently, cleanly, live, unified and shared; in accordance with technical standards and regulations to ensure data connectivity. Absolutely ensure information security and network security in the process of organizing and implementing national databases and specialized databases.
Regarding data : The Ministry of Public Security shall preside over and coordinate with the Ministry of Science and Technology, ministries, branches and localities to comprehensively review and assess the current status of the implementation, construction, exploitation and use of national databases and specialized databases, evaluate and propose ministries, branches and localities to build, update and supplement the database system, ensure synchronization in structure, standards, information fields, serve interconnection in the entire political system, meet the goal of building a digital government, digital administration, digital economy, digital society, to be completed in August 2025.
Ministries, branches and localities: Coordinate with the Ministry of Public Security and accompanying corporations and enterprises to develop and promulgate the Data Strategy and Digital Transformation Strategy of ministries, branches and localities to be completed in September 2025. Build, update, complete and standardize the national database system and specialized databases within the scope of management, ensuring compliance with the National Digital Architecture Framework, the National Data Architecture, the National Data Management and Governance Framework, and the Shared Data Dictionary, to be completed in 2025. For databases that have been completed, it is necessary to regularly and continuously synchronize in real time to the National Data Center for immediate use according to the roadmap for building the National Data Center; at the same time, organize measures to regularly update data to ensure " correct, sufficient, clean, alive, unified, and shared ";
For databases under construction, it is necessary to speed up progress, coordinate with corporations and service providers, ensure timely completion, synchronize to the National Data Center according to regulations, complete according to the implementation roadmap of each database. Implement digitalization according to the instructions of the Ministry of Public Security, the Ministry of Home Affairs, and the Government Office for national and specialized databases, standardize and synchronize data to the National Data Center according to the roadmap for building databases.
Localities review, complete, and standardize local databases on digital platforms and shared, unified information systems; prioritize digitization and completion of data sets that directly serve administrative procedure reform, direction, administration, state management, and improving the quality of service to people and businesses, in accordance with the data architecture of ministries and branches, and complete according to the construction and implementation roadmap of each database.
The agencies of the Party, the National Assembly, the Vietnam Fatherland Front, the People's Court, the People's Procuracy and socio-political organizations closely coordinate with the Government agencies in the process of building and deploying databases, digital platforms, and shared information systems to ensure compliance with the National Digital Architecture, national data architecture, and seamless connection, communication, and sharing of data throughout the entire political system.
Regarding the platform and infrastructure : Ensuring connectivity, synchronization, and interoperability between agency blocks (Party, State, Fatherland Front, and socio-political organizations), in accordance with the two-level local government model, ensuring direct, seamless connection from the Central to local levels, meeting requirements on information security, safety, connectivity, and synchronization.
People's Committees of provinces and centrally run cities shall organize the deployment and unified use of shared national digital platforms and national-scale information systems provided by ministries and branches; complete the creation, updating, standardization, enrichment, connection, sharing and synchronization of data into shared national digital platforms and national-scale information systems by December 2025.
Ministries, branches and localities review, evaluate, upgrade and develop shared information systems, databases and digital platforms to ensure seamless connection, communication and data sharing between agencies in the political system from the central to local levels, serving state management and direction and administration, to be completed by 2025.
Each ministry, sector and locality will study and select a chief engineer for information technology and a chief engineer for professional activities to coordinate with the Ministry of Public Security, the Ministry of Science and Technology and accompanying enterprises to build a digital architecture at the ministerial and provincial levels and a digital transformation strategy for the ministry, sector and locality, to be completed in 2025.
Regarding information security and network security : The Ministry of Public Security shall preside over and guide ministries, branches and localities to ensure information security and network security for information systems and databases serving digital transformation; appraise, inspect, evaluate, monitor and respond to information security and network security incidents for systems and databases serving digital transformation.
Government Cipher Committee: Take the lead in synchronously deploying cryptographic security solutions for information system infrastructure and databases; upgrading specialized digital signature systems; researching, expanding, and deploying data encryption solutions to ensure information security and safety and performance requirements of various types of databases. Coordinate with the Ministry of Science and Technology to research and deploy security solutions for specialized data transmission networks serving Party agencies, the National Assembly, the Vietnam Fatherland Front, the People's Court, and the People's Procuracy.
Ministries, branches and localities: Implement plans to ensure information security and network security for national databases and specialized databases that have been, are being and will be built within the scope of management according to TCVN 14423:2025 standard on Network security - Requirements for important information systems. Coordinate with the Ministry of Public Security in ensuring information security and network security, promptly responding to incidents for technical infrastructure, data and applications deployed at ministries, agencies and localities.
Ministers, Heads of ministerial-level agencies, and Government agencies are directly responsible to the Government for the construction and development of shared platforms under the management of ministries and branches; reviewing, building, supplementing, and perfecting national databases and specialized databases that comprehensively cover all areas of state management of ministries and branches, ensuring connection and integration into the National Data Center; implementing measures to ensure information security and network security for information systems, digital platforms, and databases; urging and guiding localities to implement contents on creation, management, administration, exploitation, and use of data under the management of ministries and branches;
The Chairmen of the People's Committees of provinces and centrally run cities are directly responsible for organizing and directing the implementation of tasks regarding the progress and quality of construction, supplementing and updating local databases, ensuring consistency and connectivity, information security and network security according to instructions.
Corporations, accompanying enterprises, and service providers are responsible for closely coordinating and supporting ministries, branches, and localities in terms of resources, technology, ensuring efficiency, information security, and network security. Periodically report monthly and promptly propose solutions to remove difficulties and obstacles arising during the implementation process.
