The Government has just issued Resolution No. 255/NQ-CP promulgating the Plan to implement Resolution No. 1157/NQ-UBTVQH15 of the National Assembly Standing Committee on thematic supervision of the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in the period of 2018 - 2023.
The Resolution sets out 4 groups of tasks and solutions for implementation, including: Firstly, strengthening leadership and direction in the dissemination and implementation of Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Central Conference, 12th tenure, on continuing to innovate the organization and management system, improving the quality and efficiency of public service units, Conclusion No. 62-KL/TW dated October 2, 2023 of the Politburo on implementing Resolution No. 19-NQ/TW and Resolution No. 38/NQ-CP dated April 2, 2024 of the Government promulgating the Government's Action Program to implement Conclusion No. 62-KL/TW dated October 2, 2023 of the Politburo on implementing Resolution No. 19-NQ/TW; Continue to promote information and propaganda work, raise awareness and responsibility of ministries, branches, localities and public service units; do a good job of ideological work for cadres, civil servants, public employees and workers, create unity, consensus and high determination, especially for public service units subject to rearrangement and reorganization.
Second, perfecting the institution on innovation of the organization and management system, improving the quality and efficiency of operations of public service units. In which, the Ministry of Home Affairs is assigned to preside over and coordinate with the Ministry of Planning and Investment to study the development of a general law regulating public and non-public service units, submit it to the Government before September 2025 to report the research results to the National Assembly by the end of 2025, if qualified, submit it to the National Assembly, the National Assembly Standing Committee to include this Law project in the Law and Ordinance Development Program in 2026 or 2027.
Ministry of Education and Training, Ministry of Labor, War Invalids and Social Affairs: Review and provide specific guidance on relevant provisions of the Law on Education, Law on Vocational Education and Law on Higher Education to ensure connectivity and linkage between general education, continuing education with vocational education and higher education, and submit to the Government before September 2025.
In 2025, provincial-level local authorities shall complete the revision, supplementation or issuance of new documents on the following contents: List of public career services using the state budget under the management scope of the locality; economic-technical norms, cost norms (if any) as the basis for promulgating unit prices and prices of public career services using the state budget according to the provisions of law...
Third, continue to promote the arrangement and reorganization of public service units with the following basic contents:
Sector and field management ministries shall complete the planning of the network of public service units in the sector and field in conjunction with the planning and socio-economic development plans as prescribed in the Law on Planning, to be completed in the first quarter of 2025; The Ministry of Education and Training shall promptly complete and submit to the Prime Minister for approval the Planning of the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2050, to serve as a basis for ministries, sectors and localities to review, arrange and reorganize institutions under their management.
For Ministries and branches: Continue to transfer public service units of the Ministry and branches to local authorities for management. The Ministry will only exercise administrative authority over public service units serving the Ministry's State management tasks and key, specialized units; transfer hospitals under ministries and central state agencies to local management (except for hospitals under the Ministry of National Defense and the Ministry of Public Security; a few leading specialized hospitals and hospitals of universities). To be completed in 2025.
For localities: Continue to review, arrange and reorganize educational facilities associated with improving the quality of education on the principle of creating convenience for people, in accordance with the needs and actual conditions of each locality, ensuring the quota of students/class; urgently organize medical facilities in a comprehensive, continuous and integrated manner at 3 levels in accordance with the provisions of the Law on Medical Examination and Treatment, ensuring that all people can access medical services conveniently; complete the transfer of district-level multi-functional medical centers to the district-level People's Committee for management before July 1, 2025.
Fourth, ministries, branches and localities focus on directing and implementing the following contents:
Complete the approval of civil servant job positions and the structure of civil servants according to professional titles; continue to reduce the number of career positions receiving salaries from the state budget in the 2022 - 2026 period, taking into account the characteristics of the education and training and health sectors.
Promote the equitization of public service units, striving to ensure the goal of converting 100% of qualified economic and other service units into joint stock companies by 2025.
Review and improve the organizational structure of public service units in the direction of streamlining, drastically reducing focal points, eliminating intermediate levels, and enhancing autonomy; innovate management methods, improve the management capacity of units, promote the application of information technology and advanced science and technology, apply international management standards and norms, contributing to improving the quality of public service services, meeting the requirements of society and people. Focus on investing, renovating, and upgrading facilities, equipment, and public assets; effectively manage and use public assets of public service units...
