Implementing 2 Laws amending and supplementing a number of articles of 2 Codes.

The objective of issuing the Plan is to specifically define the work contents, deadlines, completion progress and responsibilities as well as coordination mechanisms of ministries, ministerial-level agencies, People's Committees at all levels and relevant agencies and organizations in organizing the implementation of the Laws to ensure timeliness, synchronization, consistency and effectiveness;

At the same time, determine an effective coordination mechanism between ministries, ministerial-level agencies with the Supreme People's Court, the Supreme People's Procuracy , and the Central Committee of the Vietnam Fatherland Front in implementing the Laws nationwide.

The contents of the Plan include: Reviewing and systematizing legal documents; reviewing criminal cases and subjects in the cases specified in Point b, Clause 1, Clause 2 and Clause 3, Article 4 of the Law amending and supplementing a number of articles of the Penal Code to implement the conversion of the death penalty into life imprisonment; drafting documents detailing and guiding the implementation of the Law amending and supplementing a number of articles of the Criminal Procedure Code; organizing the dissemination and popularization of Laws and legal documents detailing and guiding the implementation.

Specifically, ministries, ministerial-level agencies and People's Committees of provinces and centrally-run cities, based on their functions, tasks and powers, organize the review of legal documents related to the Laws, compile statistics on documents that need to be amended, supplemented, replaced or abolished to comply with the Laws and send them to the Ministry of Public Security for synthesis and reporting to the Prime Minister.

The Ministry of Public Security and the Ministry of National Defense shall direct and guide prisons, detention camps, and criminal enforcement agencies in the People's Public Security and the People's Army to coordinate with competent courts to review convicted persons eligible for conversion from the death penalty to life imprisonment as prescribed in Point b, Clause 1, Clause 2 and Clause 3, Article 4 of the Law amending and supplementing a number of articles of the Penal Code that their agencies and units are managing to prepare a dossier to submit to the Chief Justice of the Supreme People's Court to convert the death penalty to life imprisonment.

Ministries, within the scope of their functions, tasks and powers, shall coordinate in organizing the review of relevant documents to promptly cancel, amend, supplement or issue new ones or propose the National Assembly or the National Assembly Standing Committee to cancel, amend, supplement or issue new legal documents in accordance with the provisions of this Law.

The Ministry of Public Security shall preside over and coordinate with relevant agencies to develop documents detailing and guiding the implementation of the Law amending and supplementing a number of articles of the Criminal Procedure Code, such as: Joint Circular detailing Clause 2, Article 132, Clause 1, Article 137 and Clause 3, Article 142 of the Criminal Procedure Code; Joint Circular detailing and guiding the implementation of a number of provisions of the Criminal Procedure Code on investigation, prosecution and trial in absentia; Joint Circular regulating coordination between competent agencies in criminal proceedings, management, temporary detention, temporary imprisonment and execution of criminal sentences...
