Deputy Prime Minister Tran Hong Ha inspected the work of overcoming the consequences of storm No. 10 and preparing to respond to storm No. 11 in Lao Cai province.

(Chinhphu.vn) - On the morning of October 5, Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Steering Committee for Civil Defense, inspected the work of overcoming the consequences of storm No. 10 and preparing to respond to storm No. 11 in Lao Cai province.

Previously, in a meeting on response to storm No. 11 chaired by Deputy Prime Minister Tran Hong Ha on the afternoon of October 3, Chairman of Lao Cai Provincial People's Committee Tran Huy Tuan said that storm No. 10 had caused particularly serious consequences in the province. The whole province had 7 dead, 3 missing, 10 injured; nearly 12,000 houses were flooded, more than 4,000 hectares of agricultural land and many livestock and poultry were damaged. Infrastructure was severely affected: 7 national highways, 14 provincial roads and many inter-village roads were eroded and cut off; 15 medical facilities and 65 schools were affected.

Preliminary damage estimate is about 2,750 billion VND

Up to now, the province has basically restored traffic, supported people to quickly stabilize their lives and production, and promptly deployed response work to storm No. 11. Notably, the evacuation work was deployed earlier, because the land was saturated with water, and the risk of landslides was high. The province prepared food, medicine, and necessities on the spot, especially in areas at risk of isolation, according to the "4 on-site" motto; stocked up on gasoline, generators, and moved machinery, equipment, and motor vehicles to key points for timely rescue.

Currently, Military Region 2 and the Provincial Police are maintaining thousands of officers and soldiers on duty at key locations to work with localities to overcome consequences and be ready to respond when necessary.

The Deputy Prime Minister and the working delegation visited and encouraged the people and forces on duty in Viet Hong commune, where a flash flood occurred on the night of September 29, causing 45 houses to be submerged, 68 households to have their slopes eroded, 3 houses to have their roofs blown off; more than 91 hectares of rice, 40 hectares of fish ponds buried, and over 4,000 livestock and poultry swept away...

The Deputy Prime Minister inspected the damage caused by storm No. 10 and the recovery of agricultural production in Ban Ben village; visited and encouraged two households, Mr. Nguyen Van Ngoc and Mr. Nguyen Van Tuan, in Chao village whose houses were completely collapsed and washed away; the Viet Hong commune health station; and attended the motorbike donation program of the Vietnam Fatherland Front Committee of Lao Cai province.

At the checkpoints, the Deputy Prime Minister directly visited each severely affected household, inquiring about their living conditions, health, and support from the government and organizations.

When hearing that the local people had been visited by the commune delegations, army forces, and police, and provided food and provisions, the Deputy Prime Minister sympathized with the difficulties of the people. The recent storm No. 10 had caused a lot of damage, and now storm No. 11 is coming again, with equally heavy rain and wind. The people must be very proactive, and if they feel unsafe, they should immediately move to a safer place.

The Deputy Prime Minister acknowledged the active participation of local Party committees, authorities, armed forces and people in overcoming the consequences of natural disasters. He asked localities to be more proactive in planning safe resettlement for residents, first of all for those whose houses were damaged by landslides or collapsed.

“We cannot let people find their own places to live. The government must open maps, re-arrange and re-plan to evacuate people to safe places, absolutely not staying in dangerous areas,” said the Deputy Prime Minister.

The Deputy Prime Minister requested Lao Cai province to transparently, publicly and quickly implement financial support to help people stabilize their lives soon. Accordingly, households that lost their houses will receive 100 million VND in support (including 40 million VND from the State budget and 60 million VND from enterprises); households whose houses were damaged will receive 45 million VND in support (25 million VND from the State and 20 million VND from enterprises).

“We must do it quickly and clearly so that people know. The government and businesses have provided support, and the people have contributed their efforts and efforts along with the army, police, youth, and women to help rebuild the houses. 100 million VND for rent is not enough, so we must do it together,” the Deputy Prime Minister emphasized.

Regarding preparations for storm No. 11, the Deputy Prime Minister requested Lao Cai to review and fully prepare scenarios and plans to respond to storm No. 11, which is forecast to cause heavy rain of up to several hundred mm in some areas.

“If heavy rains concentrate in a small area in a short period of time, it will be very dangerous. Authorities at all levels must closely monitor the situation, have specific plans, and coordinate closely with the people to prevent and minimize damage,” the Deputy Prime Minister noted, suggesting that localities coordinate with the Provincial Military Command and Military Region 2 to use drones to survey areas at risk of landslides, flash floods, and avoid the formation of temporary lakes that cause flash floods.
