Ministers talk about measures to overcome difficulties and accompany localities in implementing two-level government

(Chinhphu.vn) - Responding to localities at the Government meeting this morning (October 5), the Ministers all affirmed that they will continue to accompany localities in implementing and operating the 2-level local government model to ensure the goal of streamlining, effectiveness and efficiency on the basis of successfully completing the tasks set out for the year.

On the morning of October 5, Prime Minister Pham Minh Chinh chaired the Government's online conference with localities in September 2025, discussing many important contents.

According to the program, the Conference discussed the socio -economic situation, allocation and disbursement of public investment capital, implementation of national target programs in September, the third quarter and the first 9 months of 2025; direction and administration of the Government and the Prime Minister, implementation of assigned tasks, administrative procedure reform; implementation and operation of the 2-level local government model; tasks and solutions in the coming time.

Complete 85,000 social housing units by 2025

Regarding Phu Tho province's concerns about Decree 144/2025/ND-CP regulating decentralization and delegation in the field of state management of the Ministry of Construction, Minister of Construction Tran Hong Minh said that the Ministry of Construction has decentralized to localities to decide on inter-provincial urban development areas on the basis of consensus; in case of larger planning, the provinces need to agree to report to the Government to assign a locality to preside.

Regarding the progress of key transport projects, Minister Tran Hong Minh said that the recent storms and floods have affected the progress of a number of key projects, especially projects with the target of completing 3,000 km of expressways such as routes in Tuyen Quang, Ha Giang, Lang Son, Cao Bang and Bien Hoa - Vung Tau. The Ministry of Construction is working with localities with high determination to complete the target of 3,000 km of expressways this year.

Regarding the goal of completing 100,000 social housing units, the Minister affirmed that it is possible to complete over 82,000 units in 2025. Currently, the country has 69 social housing projects with about 135,000 units. The Ministry of Construction expressed its hope that localities will try to complete over 18,000 units this year to reach the target of 100,000 units. In particular, the Minister also informed about the credit package for social housing, as of the end of August this year, banks have disbursed 19,700 billion VND.

Finally, with the proposal of Quang Ngai province on traffic connecting National Highway 24, the Ministry of Construction has allocated more than 2,400 billion VND to implement this project and included the Quang Ngai - Kon Tum expressway in the medium-term public investment plan. The Ministry requested Quang Ngai province to prepare for investment work, and when approved by the National Assembly, it will be implemented in time.

Enter data on more than 50 million land plots before December 15

Mr. Tran Duc Thang, Acting Minister of Agriculture and Environment (MARD) reported to the Government regarding Quang Ninh's proposal to extend the time for granting coal mining licenses. Mr. Thang affirmed that the MARD will consider extending the time for granting mining licenses not only for coal as proposed by Quang Ninh but also for other types of minerals.

At the meeting, the Ministry of Agriculture and Environment also issued an urgent warning about storm No. 11 (Matmo), expected to make landfall on the morning of October 6, which could directly affect the provinces of Hai Phong, Quang Ninh, and Thanh Hoa. At the same time, the Ministry of Agriculture and Environment called on localities to urgently deploy measures to prevent and minimize damage when the storm passes.

The Ministry of Agriculture and Environment reported on the Government's determination to combat illegal, unreported and unregulated (IUU) fishing and asked 21 coastal provinces and cities to pay attention and implement it.

Regarding difficulties in implementing the 2024 Land Law, the Ministry of Agriculture and Environment said that this agency is submitting to the National Assembly for approval a Resolution to remove difficulties arising in current practice.

Regarding the implementation of decentralization and delegation of power, Mr. Thang informed that the Ministry of Agriculture and Environment has a plan to restructure the agricultural extension system and land registration office, which will be implemented in October 2025, accordingly, functions and staff will be transferred directly to the commune level.

Finally, with the program to build a national land database, the Ministry of Agriculture and Environment, the Ministry of Public Security and localities have been implementing this work for more than a month and the progress is very good. It is expected to complete data entry and data connection for about 50 million land plots before December 15, 2025, the rest will be basically completed in 2026.

Minister of Industry and Trade Nguyen Hong Dien said that Vietnam's economy has achieved spectacular results in the past 9 months. The industry and trade sector continues to be the main driving force for growth. In particular, the processing and manufacturing industry has achieved the highest growth rate since the beginning of the term.

Domestic trade and services also recorded a strong recovery, ensuring abundant supply of goods and stable prices, well meeting the needs of people and production, no hoarding or price increases in areas affected by storms and floods, and ensuring the supply of gasoline, oil, and electricity for the economy.

In particular, import-export activities have set a new record. It is forecasted that for the whole year, turnover may exceed the 900 billion USD mark and the trade surplus will be over 20 billion USD, affirming Vietnam's role and position in the global supply chain.

Assessing that the situation in the last 3 months of the year is forecast to face many challenges due to global instability, inflation and increasing technical barriers from import markets, the Minister proposed 5 key groups of solutions including: Continuing to focus on urgent solutions, removing difficulties for production and business and stabilizing people's lives; Promoting institutional reform, freeing up all resources for growth; Supporting local authorities at 2 levels to operate effectively and efficiently, creating strong changes in task implementation; Promoting disbursement of public investment capital, speeding up the progress of key national projects and works; Supporting businesses to effectively exploit domestic and foreign markets through trade promotion and taking advantage of free trade agreements (FTAs).

The Ministry of Industry and Trade will start negotiations on two agreements, the GCC (Gulf Cooperation Council) and MERCOSUR (Southern Common Market) this month. In particular, in October, the working group of the Ministry of Industry and Trade will go to Pakistan to negotiate the FTA and is determined to complete the negotiations within 3 months. The Ministry of Industry and Trade believes that Pakistan is a large market with 240 million people and is very suitable for all types of Vietnamese goods, the Minister informed.

Minister Nguyen Hong Dien also recommended that the Government soon announce the job positions of local authorities at two levels (both at the provincial and communal levels) as well as the policy of recruiting, arranging and organizing the personnel apparatus at the professional agencies at the provincial and communal levels. Because, currently, the team at the grassroots level is still 'thin' and has not been retrained in professional skills.

Finally, the Minister requested localities to adjust their provincial planning after the merger to be consistent with the national sector planning to be eligible to receive and implement investment projects in the coming time. At the same time, they should urgently select investors to implement projects in the national sector planning in the locality in the fields of energy, minerals, industry and services.
