Lao Cai: Improving the effectiveness of law making and enforcement

During the 2020-2025 term, the work of building and enforcing laws in Lao Cai has undergone a strong transformation, from thinking to action. With the motto "laws close to the people, close to reality", Lao Cai has gradually made the law a solid foundation for socio-economic development, maintaining national defense and security and raising legal awareness in the community.

The most obvious change during the term is the change from leadership thinking to concrete actions. Law is no longer a distant concept, but has truly become a tool to regulate social behavior, helping people "live right, live well" and businesses operate transparently and sustainably.

The province has issued 1,275 legal documents, reviewed 1,282 drafts, and commented on 1,343 other documents. The work of systematizing and reviewing legal documents has been carried out systematically, with 1,680 documents systematized and 1,389 documents reviewed, from which recommendations were made to handle more than 900 documents that are no longer appropriate, contributing to cleaning up and streamlining the local legal system.

The development of institutions linked to practice is a remarkable step forward. Regulations are designed to be easy to understand, easy to access, easy to implement, creating convenience for people and businesses in accessing and enforcing the law.

Not only focusing on policy development, Lao Cai also attaches special importance to the organization of implementation and dissemination of laws and education . Flexible propaganda models, suitable to the characteristics of each locality, are widely deployed, especially in remote areas and ethnic minority areas.

In Hanh Phuc commune, a highland area with 19 villages, most of which are ethnic minorities, the local government has innovated its approach. Instead of dry and formal propaganda, legal officers use vivid illustrations, concise and easy-to-understand documents translated into ethnic languages ​​for easy access by the people. Thanks to that, legal knowledge is spread more widely and effectively in the community.

Officials disseminate the law to ethnic minorities in Hanh Phuc commune, contributing to raising awareness of law observance in the community.

To achieve these positive changes, Hanh Phuc commune has developed a systematic propaganda plan, placing people at the center. Mr. Lo Van Tiep - Chief of the Commune People's Committee Office said: The locality requires working groups to compile concise, intuitive, easy-to-understand propaganda documents with illustrations and translated into ethnic languages ​​when necessary. Organizing propaganda in clusters of villages, inviting representatives of families to participate, has helped to quickly convey legal information, while raising community awareness in law compliance.

Identifying the role of digital transformation in legal work, Lao Cai has promoted the application of information technology and digital platforms in legal propaganda. A series of modern media forms such as: videos , visual images, online contests, electronic newsletters, etc. have been strongly deployed.

During the term, the province organized more than 60,000 legal propaganda conferences, published over 2 million copies of various legal documents, published more than 14,000 news and articles in newspapers, radio and television; and organized 455 legal knowledge competitions.

Along with propaganda, the work of reviewing and inspecting legal documents has also been vigorously implemented. Since the beginning of 2025, the province has completed 3 rounds of reviews under the direction of the Central Government, proposing to handle hundreds of documents that are no longer appropriate. Thereby, contributing to "cleaning up" the legal system, aiming for streamlining and efficiency, while eliminating overlaps and inadequacies, aiming for a more streamlined, feasible and effective legal system.

Entering a new development phase, with challenges and opportunities from digital transformation, international integration, green economic development, and circular economy, Lao Cai identifies the building and effective enforcement of laws as the foundation for rapid and sustainable development.

Mock trials are held to propagate and popularize the law, helping people better understand the trial process and the rights and obligations of citizens in complying with the law.

Mr. Dang Dinh Chung - Director of the Department of Justice of Lao Cai province, said: The Department has advised the province to synchronously deploy 6 groups of tasks and key solutions to carry out the task of building and organizing law enforcement from 2025 onwards. In particular, strengthening the leadership of the Party, promoting the supervisory role of the Fatherland Front, the participation of people and businesses in law-making; effectively implementing the Law on Promulgation of Legal Documents amended in 2025.

Along with that, innovate the thinking of law-making, make breakthroughs in law enforcement, build a culture of compliance; promote the application of digital technology and artificial intelligence. At the same time, focus on developing a team of high-quality legal staff; commend and replicate good models and effective practices, closely linked to grassroots practices.

The results achieved together with the clear orientation for the coming period show the high political determination and the synchronization and creativity in the direction and action of Lao Cai province. The law has become an important lever, not only strengthening state management but also improving the quality of life for the people, contributing to the comprehensive and sustainable development of Lao Cai.
