The Government issued Resolution No. 292/NQ-CP on the Plan for building and developing the diplomatic sector to 2030, with a vision to 2045 (Plan).
The objective of the Plan is to build and develop a comprehensive, modern, professional diplomatic sector, meeting the requirements of promoting foreign affairs and international integration as an important, regular task, commensurate with Vietnam's position and strength, truly becoming a pioneering and core force to successfully implement the Party and State's foreign policies and guidelines in the era of national development.
At the same time, concretize foreign policy, guidelines and orientations into tasks and solutions to build and develop the diplomatic sector until 2030, with a vision to 2045.
Six key tasks and solutions
The plan sets out six key tasks and solutions to achieve the above goals, including:
1. Perfecting institutions, improving working processes, and strengthening effective coordination mechanisms with ministries, branches, and localities in the field of foreign affairs.
2. Perfect the organizational structure of the Ministry of Foreign Affairs and Vietnamese representative agencies abroad to be streamlined, reasonable, and operate effectively and efficiently.
3. Building and improving the quality of diplomatic staff and civil servants working in foreign affairs of ministries, branches at central and local levels.
4. Ensure appropriate operating budget, synchronize facilities and equipment, upgrade information technology infrastructure towards modernity, intelligence, digitalization and wide connectivity.
5. Building clean and strong party and mass organizations.
6. Promoting the identity of the diplomatic sector in the new era.
Promoting administrative reform in public service activities of the diplomatic sector
The plan sets out the tasks of perfecting legal regulations and operating mechanisms to improve the quality and effectiveness of Vietnam's work of signing and implementing international treaties and agreements, contributing to international integration in the new situation; promoting administrative reform in the public service activities of the diplomatic sector towards simplifying administrative procedures, actively transforming digitally; enhancing dynamism, flexibility and adaptability.
Continue to review and improve the functions and tasks of the Ministry of Foreign Affairs after taking over the functions and tasks of the Central Foreign Affairs Commission and part of the tasks of the National Assembly 's Foreign Affairs Committee; standardize the functions, tasks, organization and operation of foreign affairs and international cooperation agencies of ministries, branches and foreign affairs agencies of local governments.

Strive to have about 150 Vietnamese representative agencies worldwide by 2045
Another task of the Plan is to develop a system of Vietnamese representative agencies abroad in accordance with the foreign affairs orientation and the country's role, position and international prestige in each specific period; striving to have a network of about 115 representative agencies by 2030, with a vision to have about 150 Vietnamese representative agencies worldwide by 2045.
At the same time, research, develop plans and planning mechanisms, and develop a team of experts and specialized staff in a number of priority areas of the diplomatic sector.
Strengthen training and fostering for cadres, civil servants and public employees working in foreign affairs of ministries and agencies at the central and local levels to have the capacity, conditions and standards to work in the international environment; continue to preside over and coordinate with ministries, agencies and localities to effectively implement training and fostering projects and plans approved by competent authorities to promote and enhance Vietnam's participation in international organizations.
Improve the remuneration regime for members of Vietnamese representative agencies abroad, ensuring balance with the common level of the ASEAN region and countries at the same level of development.
Focus on building digital diplomacy
Complete the system of standards and norms for the use of specialized equipment; synchronously replace working, living and traveling equipment to meet the requirements of promoting digital transformation, in accordance with standards and norms prescribed by law on management and use of public assets; ensure requirements for foreign affairs activities at home and abroad.
Focus on building digital diplomacy; deploying investment projects in information technology and telecommunications infrastructure to serve information technology applications and digital transformation activities, and digital government of the Ministry of Foreign Affairs.
Unified and synchronous investment in modern information technology and communication infrastructure, specialized databases, information systems and software application systems, and services at the Ministry of Foreign Affairs and Vietnamese representative agencies abroad.

Promoting the identity of diplomacy in the new era
Plan to supplement and perfect Vietnam's diplomatic theory; inherit and promote the nation's tradition of peaceful diplomacy, the wisdom and humanity in Ho Chi Minh's diplomatic thought; selectively refer to the quintessence of international diplomacy.
Cultivate, protect and develop the value system of diplomacy: Loyalty-Solidarity-Courage-Intelligence-Creativity.
Research, develop and disseminate the visual identity and slogan of the diplomatic sector.
Complete and apply the diplomatic sector's visual identity at all working offices; promote the development of digital media products and social networking applications in providing information to the public about the history, traditions and activities of the diplomatic sector./.
