At the ceremony, acting on behalf of the President, Deputy Head of the Presidential Office Pham Thanh Ha announced the President's decision to confer the rank of Ambassador, Second Class, on Mr. Nguyen Manh Cuong - Member of the Central Committee of the Party, Deputy Minister of Foreign Affairs.
The following individuals were conferred the rank of Ambassador, first class: Ms. Pham Thi Kim Hoa - Deputy Chairwoman of the State Committee for Overseas Vietnamese; Mr. Nguyen Quang Trung - Consul General of Vietnam in Vancouver, Canada; Mr. Pham Hoang Kim - Ambassador of Vietnam to Mozambique; and Mr. Do Son Hai - Ambassador of Vietnam to Türkiye.
This was accompanied by the President's decision to appoint Vietnamese ambassadors to Portugal and Ireland.
President Luong Cuong offered his congratulations, affirming that this is a recognition and high appreciation of the ambassadors' work and training, as well as a testament to the trust placed in them by the Party, the State, and the diplomatic sector.
The President stated that Vietnam's diplomatic sector has the important task of contributing to maintaining a peaceful and stable environment for national development in the new era, thereby leading the country into an era of prosperity.

The President requested that the newly appointed ambassadors continue to thoroughly understand and firmly grasp the guidelines and policies, especially Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation.
He requested that the diplomatic sector in general, and ambassadors in particular, should do a good job of researching, advising, and forecasting strategies, and promptly proposing major and important policies and guidelines for Vietnam's relations with its partners.
He also suggested that ambassadors should give due priority to promoting, seeking, and connecting cooperation in economics, trade, investment, science, technology, education, training, and healthcare. In addition, they must do a good job of protecting Vietnamese citizens abroad and leveraging the human, intellectual, and financial resources of overseas Vietnamese for national development.
President Luong Cuong requested that ambassadors take the lead, set an example, be responsible, and pay attention to strengthening internal unity in both domestic agencies and representative offices abroad; do a good job in Party work and internal political security work, and focus on training and developing cadres in agencies, units, and representative offices.
In their acceptance speeches, representatives of the newly appointed ambassadors expressed their emotion and honor at receiving the appointment decisions directly from the President. The ambassadors pledged to thoroughly understand and adhere to the Party and State's policies and guidelines, effectively implement foreign policy, promote effective and substantive cooperation with partners, thereby contributing to protecting national interests, serving national development, and enhancing Vietnam's standing.
