The document clearly stated that, based on Conclusion No. 163-KL/TW of the Politburo and the Secretariat, which required "studying a roadmap to extend the use of non-professional people in accordance with the time of rearranging villages and residential groups", the Steering Committee directed that localities, based on the practical situation and the requirements for performing tasks of the political system at the new commune level, temporarily arrange to extend the use of non-professional people at the commune level until before May 31, 2026.
If necessary, the People's Committee of the commune can arrange and assign to the position of non-professional worker in the village or residential group.
In case the local Party Committee and government at the commune level do not need to continue using part-time workers at the commune level, they will implement policies and regimes according to the provisions of Decree No. 154/2025/ND-CP of the Government on streamlining the payroll.
In addition, according to the Steering Committee, part-time workers at the commune level who wish to retire immediately from the implementation of the 2-level local government model will enjoy the regime and policies according to the provisions of Decree No. 154/2025/ND-CP.
If the local Party Committee and government at the commune level have a need to employ and the non-professional workers at the old commune level wish to continue working, the local Party Committee and government shall consider and temporarily arrange them to positions to support the work of the political system of the new commune-level administrative unit (Party agencies, the Fatherland Front and socio-political organizations, local governments) or to participate in the positions of non-professional workers in villages and residential groups until before May 31, 2026.
The Government directs that allowances, regimes and policies issued by the Provincial People's Councils continue to be enjoyed. During this time, if part-time workers at the commune level quit their jobs, they will be entitled to regimes and policies according to the provisions of Decree No. 154/2025/ND-CP.
During the implementation process, if there are any difficulties or problems, the Steering Committee requests the People's Committees of provinces and centrally-run cities to promptly report to the Ministry of Home Affairs (Standing Committee of the Steering Committee) for synthesis and reporting to competent authorities for consideration and decision.
According to the Ministry of Home Affairs, the country currently has about 120,500 part-time workers at the commune level./.
