New conclusions of the Politburo and Secretariat on administrative unit arrangement

Accordingly, at the meeting on June 6, after listening to the Report of the Central Organizing Committee, the Politburo and the Secretariat concluded that they basically agreed with the Report on the situation and progress of implementing the resolutions and conclusions of the Central Committee and the Politburo on the reorganization of the apparatus and administrative units (from June 1 to June 5) submitted by the Central Organizing Committee; agreed with the recommendations and proposals stated in the Report on the implementation of a number of contents and tasks when reorganizing the apparatus and administrative units according to the resolutions and conclusions of the Central Committee, the Politburo and the Secretariat.

The Politburo and the Secretariat agreed on the policy of reorganizing provincial-level administrative units while simultaneously implementing the consolidation and merger of commune-level administrative units for localities that have carefully and thoroughly prepared all necessary conditions, completed personnel plans at provincial and commune levels; prepared facilities, equipment, and means to organize the apparatus to immediately operate, ensuring smoothness and synchronization; and organized trial operations, drawing experience from the operations of Party, State, Fatherland Front, and commune-level organizations.

The Politburo and the Secretariat have assigned the Standing Committees of the provincial and municipal Party Committees to proactively consider and decide on the time to put new provincial and communal-level organizations, agencies and units into operation, which can be implemented from July 1, when the 2013 Constitution (amended) takes effect and the competent authorities have issued relevant decisions; at the same time, they are responsible for leading and directing the implementation in accordance with the direction of the Politburo and the Secretariat.

The Politburo and the Secretariat agreed on the policy of holding meetings with the Standing Committees of the provincial and municipal Party Committees to lead and direct the management of the total payroll in 2025 assigned by the Central Organization Committee, to streamline the payroll and restructure the staff, civil servants and public employees in accordance with the Party's policies and regulations and the State's laws.

Proactively decide on the transfer of staffing quotas between the government and the local Party and mass organizations in the process of reorganizing the apparatus and administrative units at all levels, implementing the 2-level local government model in accordance with the policies and conclusions of the Party Central Committee, the Politburo, and the Secretariat (ensuring that the total staffing and the structure of cadres, civil servants, and public employees assigned to the locality by the Central Organizing Committee do not change); promptly report to the Central Organizing Committee the above transferred staffing quotas for synthesis and monitoring.

According to the conclusion, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct the urgent issuance of decrees on decentralization, delegation of authority, assignment of authority and guidance on functions, tasks, and organizational structure of specialized agencies under the People's Committees at provincial and communal levels and other relevant documents in accordance with the policies and conclusions of the Politburo and the Secretariat, especially Conclusion No. 160-KL/TW, dated May 31, 2025 (in the immediate future, the number of organizations and the number of deputy heads of agencies and organizations will remain unchanged when merging) .

The Politburo and the Secretariat assigned the Ho Chi Minh National Academy of Politics to preside over and coordinate with the Government Party Committee, the Fatherland Front Party Committee, central mass organizations, the Central Organizing Committee, the Central Propaganda and Education Committee to unify the time, program, content and organize the training conference on June 14-15, ensuring synchronization, efficiency and savings.

In particular, it is necessary to unify the organization of specialized agencies in communes that are not merged or consolidated, ensuring implementation in accordance with the Project approved at the 11th Conference of the 13th Party Central Committee (Resolution No. 60-NQ/TW), in line with regulations on the organization of the apparatus of advisory and assisting agencies at the commune, ward, and special zone levels according to the regulations on the implementation of the Party Charter of the Party Central Committee (Regulation No. 294-QD/TW, dated May 26, 2025) and in accordance with the functions, tasks, and authorities of the new commune-level government.

The Government Party Committee shall direct the Party Committee of the Ministry of Home Affairs to promptly guide the settlement of regimes and policies for cadres, civil servants, public employees, and workers who have retired; study the roadmap for extending the use of non-professional people in accordance with the time of rearranging villages and residential groups (before May 31, 2026).

The Politburo and the Secretariat assigned the National Assembly Party Committee to lead and direct the adoption of the Constitution, relevant laws and resolutions; provide guidance on the organization and operation of the National Assembly delegation and People's Councils at all levels after the reorganization; and promptly advise on adjusting and supplementing Conclusion No. 153-KL/TW, dated May 16, 2025 of the Politburo on the direction of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term accordingly.

The Party Committees, Provincial Party Committees, and Municipal Party Committees directly under the Central Committee are assigned to actively and urgently lead and direct the synchronous and comprehensive implementation of tasks under the direction of the Politburo and the Secretariat; focus on doing well the work of cadres, politics, and ideology, promptly resolving the regimes and policies for cadres, civil servants, public employees, and workers who have retired; strictly carry out the review, statistics, and handover of assets and documents, ensuring completeness, synchronization, and smoothness during the transfer process.

The Politburo requests Party committees and Party organizations directly under the Central Committee to direct Party committees and Party cells subject to merger and consolidation to hold 2-content congresses according to regulations; during the period when the direct superior Party committee has not yet appointed personnel for the new term Party committee, the old Party committee (Party cell) is responsible for continuing to lead, direct, and operate the activities of the Party committee and Party cell until the direct superior Party committee appoints the new term Party committee (Party cell). Another task is to focus on directing the organization of grassroots Party congresses in accordance with the regulations and instructions of the Central Committee, ensuring the quality of the congresses, and completing them before June 30; for places subject to merger and consolidation and having to reorganize the apparatus, it is necessary to urgently review, complete the preparations and organize grassroots Party congresses, ensuring they are completed before July 31.
