Inspection conclusion of Roxana Plaza apartment project

Chairman of Binh Duong Provincial People's Committee Vo Van Minh has just signed the Inspection Conclusion on the implementation of commercial housing projects related to complicated and crowded complaints in the province at the Contentment Plaza Commercial - Service Housing Project (commercial name is Roxana Plaza) in Vinh Phu Ward, Thuan An City.

The above project is invested by Tuong Phong Real Estate Investment Trading Service Construction Company Limited (Tuong Phong Company).

Accordingly, although the Roxana Plaza project has not been granted a certificate of eligibility to sell future housing by the authorities, since 2017, Naviland Joint Stock Company has "illegally" sold 1,082 apartments in the project to hundreds of customers by signing apartment purchase and sale contracts.

The People's Committee of Binh Duong province has decided to impose an administrative fine of VND275 million and suspend real estate business activities of Naviland Joint Stock Company for the above-mentioned acts. However, up to now, this company has not paid the fine.

On December 27, 2021, Tuong Phong Company sent a document requesting confirmation of eligibility to sell future houses for the Roxana Plaza project. However, the Department of Construction of Binh Duong province refused to issue a certificate because people were complaining about signing an apartment sale and purchase contract with Naviland Joint Stock Company (because Naviland Joint Stock Company has 51% of Tuong Phong Company's shares).

Currently, Naviland Company, Tuong Phong Company and hundreds of people who are customers who bought apartments at the Roxana Plaza project are suing in court.

Binh Duong Provincial People's Committee also issued a decision to administratively fine Tuong Phong Company VND 275 million for delaying the progress of the Roxana Plaza project.

Tuong Phong Company is the unit assigned by the state agency to be the investor, therefore Tuong Phong Company must be responsible for continuing to implement the project and be responsible for completing the project according to the approved planning and schedule.

Previously, the Lao Dong Newspaper had published many articles about the disorder and insecurity related to the people's complaints that the Roxana project investor had deceived customers. After that, the Binh Duong Provincial Police also intervened in response to the people's complaints.
