Opening of the 12th Ocean Dialogue Forum in Ho Chi Minh City

On March 15, in Ho Chi Minh City, the Diplomatic Academy in collaboration with the Konrad Adenauer Stiftung Foundation (KAS - Germany) organized the 12th Ocean Dialogue Forum with the theme "Promoting connectivity at sea - Strengthening global engagement."

The Forum was attended by representatives of relevant ministries and branches, domestic and international experts, representatives of Vietnamese agencies and research institutes, foreign representative agencies in Vietnam and representatives of a number of localities.

In his opening speech, Mr. Nguyen Minh Vu, Assistant Minister of Foreign Affairs of Vietnam, said that since its establishment, the Maritime Dialogue Forum has developed comprehensively, both in breadth and depth, meeting the growing need for a better understanding of the maritime sector, which is changing complexly and rapidly.

The Sea Dialogue has been warmly welcomed by many experts and policy makers in the region, who consider it a lively discussion on a series of important maritime issues, and a place to sow the seeds of many new creative ideas.

Emphasizing the importance of the Indo-Pacific region with its great potential for maritime connectivity, promising strong economic growth, Mr. Nguyen Minh Vu said that as a trading nation, Vietnam is strongly committed to maritime safety, freedom of navigation and aviation, and unimpeded maritime connectivity in accordance with international law.

Vietnam's trade turnover accounts for a significant proportion of its gross domestic product and any disruption to seaborne trade would have a strong impact on Vietnam's economy.

Vietnam considers ensuring safety, security, and freedom of navigation in accordance with international law to be essential and an important value. As a coastal country that uses the sea, Vietnam has built a strategy for sustainable development of the marine economy until 2030, with a vision to 2045, which emphasizes maritime connectivity. The prosperity of Vietnam's economy today depends on the safety and security of maritime corridors.

Vietnam is committed to maintaining a rules-based order and believes that respect for UNCLOS 1982 is the foundation for ensuring peace, stability, and order at sea and the most appropriate method for resolving maritime disputes.

According to Mr. Nguyen Minh Vu, the mission of the Forum is to look at all aspects of maritime connectivity, outline challenges and barriers, and jointly come up with innovative ideas and feasible proposals to keep the seas and oceans open, stable and sustainable in many aspects: physical, procedural, digital or cultural. We are facing great challenges in preserving and rationally exploiting the resources and potentials of the sea, but through dialogue and cooperation, we can create a path to establishing a sustainable and prosperous ocean ecosystem for all.

The 12th Maritime Dialogue Forum includes 4 sessions with the topics "Connecting key sea routes to ensure global supply chains," "Sustainable smart seaports: an irreversible trend in the blue ocean economy," "Connecting maritime infrastructure in the digital age" and "Connecting the network of blue corridors in the ocean space"./.
