Opening of the preparatory session of the 1st National Assembly Party Congress

(Dan Tri) - Under the chairmanship of National Assembly Chairman Tran Thanh Man, the 1st National Assembly Party Congress for the 2025-2030 term held a preparatory session on the morning of September 23.

At the preparatory session, the Congress elected the Presidium and the Congress Secretariat; elected the Delegate Qualification Examination Committee; and approved the Congress Agenda and the Congress Working Regulations.

The Congress also heard a report summarizing comments on the draft Political Report to be submitted to the 1st National Assembly Party Congress, term 2025-2030.

On behalf of the Documents Subcommittee, Deputy Secretary of the National Assembly Party Committee Vu Hai Ha presented a summary report summarizing the results of soliciting opinions and receiving opinions on the Political Report to be submitted to the 1st National Assembly Party Congress.

According to Mr. Vu Hai Ha, the draft Political Report has been completed four times to report to the Politburo at the working session on September 11.

Opinions at this meeting clarified the effectiveness and efficiency of operations when converting the Party Delegation model to the National Assembly Party Committee; clarified the important contributions of the Party Delegation and the National Assembly Party Committee in the Central Executive Committee, the Politburo, and the Secretariat issuing guidelines and policies to decide on important issues of the country.

The opinions also proposed solutions to strengthen coordination between the National Assembly Party Committee and Party Committees directly under the Central Committee, Party committees at the Central Committee, etc., especially in legislative work and deciding on important issues of the country, meeting the requirements of building and protecting the country in the new era.

Based on the direction of the Politburo, especially that of General Secretary To Lam, the National Assembly Party Committee directed the Document Subcommittee to study and comprehensively absorb opinions and submit them to the National Assembly Party Committee Executive Committee at the 5th Executive Committee Meeting (September 13).

The draft Political Report submitted to the Congress sets out specific directions, goals, and targets; puts forward four breakthrough development pillars for the coming term to propose 11 groups of tasks and solutions.

The Deputy Secretary of the National Assembly Party Committee said that the comments highly appreciated the activities of the National Assembly, especially from the end of 2024 until now, which have advised the Central Committee, the Politburo, and the Secretariat to issue many important, strategic, and fundamental policies.

The National Assembly has also strongly innovated the work of law-making, considering this the "breakthrough of breakthroughs", gradually turning institutions and laws into competitive advantages in the spirit of taking people and businesses as the center, removing all bottlenecks and barriers, mobilizing and unleashing resources for the development cause.

In addition, the National Assembly has strongly innovated the work of supervising and deciding on important national issues in the spirit of early and remote preparation, accompanying and closely coordinating with the Government, ministries and branches for the national and ethnic interests, for the people.

Building a digital and e-Parliament has also achieved many important results, being a locomotive in digital transformation, applying artificial intelligence in performing tasks.

The 1st National Assembly Party Congress, term 2025-2030, was attended by 300 official delegates, who are typical party members representing 2,804 party members currently active in 11 party committees under the National Assembly Party Committee, including 41 ex-officio delegates and 259 delegates appointed by the Standing Committee of the National Assembly Party Committee.

With the motto "Solidarity - Democracy - Discipline - Breakthrough", the Congress will review and decide on many important contents, including summarizing the activities of the National Assembly Party Committee for the 2020-2025 term and determining the directions, goals, tasks and solutions for the 2025-2030 term; discussing and contributing opinions to the draft documents to be submitted to the 14th National Party Congress.
