
Attending the opening session were comrades: Former General Secretary Nong Duc Manh; Member of the Party Central Committee, Acting President Vo Thi Anh Xuan; former President Nguyen Xuan Phuc; Prime Minister Pham Minh Chinh; Politburo member, Permanent Vice Chairman of the National Assembly in charge of the activities of the National Assembly Standing Committee and the National Assembly Tran Thanh Man; former Chairmen of the National Assembly: Nguyen Van An, Nguyen Sinh Hung, Nguyen Thi Kim Ngan; General Luong Cuong - Politburo member, Permanent member of the Secretariat, Director of the General Department of Politics of the Vietnam People's Army; Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.
Also attending were leaders and former leaders of the Party, State, Vietnam Fatherland Front, members of the National Assembly Standing Committee, Heads, Deputy Heads of Delegations, National Assembly deputies of 63 National Assembly delegations of provinces and centrally run cities; leaders of central departments, ministries, branches, mass organizations and local leaders, ambassadors, chargé d'affaires, and heads of international organizations in Hanoi .
Speaking at the opening of the session, National Assembly Standing Vice Chairman Tran Thanh Man said that based on the session agenda approved at the preparatory session, in 26.5 working days (phase 1 from May 20 to June 8; phase 2 from June 17 to June 28), the 15th National Assembly will consider and decide on many important contents.

Regarding legislative work, the National Assembly will consider and pass 10 draft laws, including: Law on Social Insurance (amended); Law on Archives (amended); Law on National Defense Industry, Security and Industrial Mobilization; Law on Roads; Law on Road Traffic Order and Safety; Law on the Capital (amended); Law on Organization of People's Courts (amended); Law on amending and supplementing a number of articles of the Law on Property Auction; Law on Management and Use of Weapons, Explosives and Support Tools (amended) (according to the procedure at one session); Law on amending and supplementing a number of articles of the Law on Security Guards (according to the procedure at one session).
Along with that are 3 draft resolutions: Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city; Resolution of the National Assembly on the Law and Ordinance Development Program in 2025, adjusting the Law and Ordinance Development Program in 2024.
The National Assembly also considered and gave opinions on 11 other draft laws, including: Law on Notarization (amended); Law on Trade Unions (amended); Law on Cultural Heritage (amended); Law on Geology and Minerals; Law on Prevention and Combat of Human Trafficking (amended); Law on Fire Prevention, Fighting and Rescue; Law on People's Air Defense; Law on Urban and Rural Planning; Law on Juvenile Justice; Law on Value Added Tax (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Pharmacy.

The Standing Vice Chairman of the National Assembly asked National Assembly deputies to promote democracy and intelligence, focusing on contributing comprehensive opinions on both the content and techniques of the draft law to ensure the highest quality when it is considered and approved.
For draft laws that the National Assembly has given its first opinion on, it is recommended that National Assembly deputies pay attention to thoroughly discussing the political basis, legal basis, principles, goals, major viewpoints, and important policies; the rationality and feasibility of the regulations to serve as a basis for agencies to continue to complete and submit to the National Assembly for consideration and approval at the next session.
Regarding socio-economic issues, the state budget and other important issues, the National Assembly will review and discuss the Government's reports on additional assessments of the results of the implementation of the socio-economic development plan and the state budget in 2023; the implementation of the socio-economic development plan and the state budget in the first months of 2024; and approve the 2022 state budget settlement.
The Standing Vice Chairman of the National Assembly asked National Assembly deputies to analyze and evaluate objectively and comprehensively, focusing on major issues, thereby assessing the quality and issues that need to be learned from experience in management and operation, especially the work of forecasting and estimating the state budget.
Regarding the situation in the first months of the year and the main tasks and solutions for the remaining months of 2024, it is necessary to closely follow the requirements, goals and solutions in the resolutions of the National Assembly and the Government on socio-economic development...; pay attention to the impacts and new difficulties arising due to the complicated developments of the situation in the country, the world and the region to properly assess the important results achieved, the shortcomings, limitations and weaknesses, and propose practical and effective solutions.

Regarding supreme supervision, at this session, the National Assembly will listen to the Central Committee of the Vietnam Fatherland Front report summarizing opinions and recommendations of voters and people sent to the 7th Session; consider the report on the results of supervising the settlement of voters' recommendations sent to the 6th Session; conduct questions and answers; supreme supervision on the topic "Implementation of Resolution No. 43 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023"...
Regarding personnel work, the National Assembly will consider electing the President, the Chairman of the National Assembly, and approving members of the National Defense and Security Council. The Standing Vice Chairman of the National Assembly requested that National Assembly deputies consider and discuss carefully so that the decision on personnel work is strictly ensured, in accordance with Party regulations and State laws, and achieves high consensus and unity.
Emphasizing that the workload of the 7th Session is very large, in order for the session to achieve the best results, Permanent Vice Chairman of the National Assembly Tran Thanh Man requested that National Assembly deputies promote democracy, uphold the spirit of responsibility, focus on thorough research, discuss enthusiastically, and contribute many passionate, profound, and quality opinions to meet the requirements and tasks of socio-economic development, ensuring national defense and security as well as the expectations of voters and people nationwide.
