On the night of September 10, a section of the Lo River dike in Quyet Thang Commune, Son Duong District (Tuyen Quang), bordering Hop Nhat Commune, Doan Hung District ( Phu Tho ), was broken. On the night of September 10 and early morning of September 11, hundreds of people and authorities urgently deployed dike patching work.

Talking to Phu Tho Newspaper, comrade Nguyen Song Toan - Head of the Department of Agriculture and Rural Development, Standing member of the Steering Committee for Disaster Prevention and Search and Rescue of Doan Hung district said: The area where the dike broke is the culvert across the dike bordering Hop Nhat commune of Doan Hung and Quyet Thang commune of Son Duong. Previously, there were signs of water leakage at this location, the work of evacuating people in the area at risk of being affected was completed on the afternoon of September 10, so there were no human casualties.

Chairman of the People's Committee of Doan Hung district, Nguyen Van Van, said that on the afternoon of September 10, in the face of the rising water level of the Lo River and signs of water leakage, following the direction of the Standing Deputy Secretary of the Provincial Party Committee Phung Khanh Tai and the leaders of the district, Hop Nhat commune propagated and informed the situation of rising water levels to residential areas, especially in Van Tap area, where 55 households live close to the riverbank; guided and evacuated 29 elderly people and children to a safe place; used the old Huu Do commune health station as a temporary place for people to evacuate from areas at risk of flooding and landslides; prepared 150 life jackets and life buoys and distributed them to each household.

On the evening and night of September 10, in the face of the river water continuing to rise, with the risk of a dike breach present, along with more than 100 officers, soldiers, and militiamen from neighboring communes mobilized and reinforced by the Military Command of Doan Hung district, the on-site forces of Hop Nhat commune focused on supporting people to relocate their assets, build soil to prevent water, assign forces to be on duty, and inspect other key locations along the entire dike. At present, the functional forces of Tuyen Quang province are still urgently implementing the dike patching work. The water inside and outside the dike is relatively balanced, Doan Hung district continues to mobilize forces and means to build soil to prevent water from overflowing into residential areas and fields in Ho Xanh area.

According to data from the National Center for Hydro-Meteorological Forecasting, the water level of the Lo River at 5:00 a.m. on September 11 in Tuyen Quang was 27.73m, 1.73m above BDD3; at Vu Quang (Doan Hung) 20.98m, 0.46m above BDD3 and is likely to peak at 27.80m (in Tuyen Quang), 1.80m above BDD3 on the morning of September 11, then slowly decrease; at Vu Quang it continues to rise and peak at 21.00m, 0.50m above BDD3 at noon on September 11, then slowly decrease. Therefore, Doan Hung district is still organizing working groups to go to the riverside communes to direct localities to inspect and assign forces to be on duty 24/24h, continuously monitor the water level on the river to have a plan to evacuate people when necessary; Organize patrols and inspections of dikes, embankments, culverts under the dikes, and areas at risk of landslides to promptly detect and take measures to handle incidents from the first hour; organize trial opening and closing of culverts and promptly close flood-prevention sluice gates when ordered or when water from rivers flows strongly into the fields; prepare all forces, means, materials, and equipment to be ready to handle any situation occurring in the area according to the motto "four on-site".
