Urgently restore production and business, stabilize people's lives

On September 16, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee chaired a meeting of the Standing Committee of the Provincial Party Committee to listen to a report on overcoming the consequences of storm No. 3 in the province and many other important contents.

After storm No. 3 made landfall in Quang Ninh province, causing heavy damage, the entire province actively and proactively mobilized the entire political system, armed forces and the entire population to participate in overcoming the consequences caused by the storm. In particular, focusing on search and rescue work, supporting people to clean up after the storm; general environmental sanitation; overcoming the paralyzed electricity and telecommunications systems in the area; supporting households and businesses to overcome the damage...

Up to now, after 7 days of implementing the peak campaign, the work of overcoming storm damage has been carried out by Quang Ninh province resolutely, actively, promptly, gradually restoring production and stabilizing people's lives. The whole province has basically completed cleaning and environmental sanitation on the streets; deployed support for people to repair houses with blown-off roofs and collapsed houses; restored electricity to over 80% of customers; restored mobile waves and internet network to 100%.

Production and business activities have been restored. The entire coal industry, industrial parks and economic zones have returned to normal operations. Some accommodation and tourism establishments have resumed operations, welcoming nearly 18,000 tourists. 100% of educational establishments have stabilized teaching and learning; 100% of medical facilities across the province have examined and treated people before, during and after the storm.

Mobilization, support and relief work was carried out promptly, mobilizing the cooperation of the entire political system. Up to now, the provincial Fatherland Front has received support from 216 individuals, organizations and philanthropists with a total amount of over 14.3 billion VND.

Currently, Quang Ninh province is focusing on overcoming damage in the forestry and aquaculture sectors; reviewing and counting the damage caused by storm No. 3 and floods; classifying affected subjects to promptly implement support policies for the affected subjects. The province is also focusing on building a number of its own support policies to support people and businesses affected by storms...

Through discussion, the Standing Committee of the Provincial Party Committee acknowledged the efforts, endeavors, self-reliance of the entire political system; the positivity, responsibility, and proactiveness of departments, branches, and localities in implementing measures to respond to and overcome the consequences caused by storm No. 3. Despite the severe damage, after only 1 week of the storm, Quang Ninh has basically overcome the damage, gradually restored production, and stabilized people's lives. These results were achieved thanks to the leadership and direction of Party committees from the province to the grassroots level; the flexible and proactive management of authorities at all levels, and the joint support of the business community and people.

Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, spoke at the conference.

Regarding the tasks in the coming time, the Standing Committee of the Provincial Party Committee emphasized that the province's goal is to be determined, drastic, and persistent in both overcoming the consequences of natural disasters and restoring production and business; striving to maintain double-digit economic growth in 2024. To achieve this goal, the Standing Committee of the Provincial Party Committee requested sectors and localities to promptly complete the review and statistics of the number of people and households affected by storm No. 3 to provide timely support to eligible subjects according to the existing policy mechanism. Strive to complete the repair and construction of new houses for households affected by storm No. 3 in November 2024.

The Standing Committee of the Provincial Party Committee unanimously assigned the Party Committee of the Provincial People's Committee to direct the Provincial People's Committee to direct and review the development of growth scenarios for the remaining months of 2024 in accordance with the new situation, especially in the fields of public investment, budget revenue and expenditure, production and business plans; direct localities and functional branches to urgently develop plans and plans to promptly complete the work of cleaning the marine and forest environment to ensure safety of waterway traffic and forest fire prevention. At the same time, carefully prepare for the Conference to summarize the work of preventing, responding to, and overcoming the consequences of storm No. 3. Note that it is necessary to do a good job of reviewing and selecting collectives and individuals with outstanding achievements in the work of preventing, responding to, and overcoming the consequences of storm No. 3 to commend and reward, ensuring publicity and transparency.

To continue to rebuild and restore production and business activities, the Standing Committee of the Provincial Party Committee requested the whole province to continue to strengthen solidarity, consensus, and unanimity; the support of the business community and people; the compliance with discipline and order of the staff and the whole province to effectively implement the goals and targets set out in the Resolution of the 15th Provincial Party Congress.

On the same day, the Standing Committee of the Provincial Party Committee also listened to and gave opinions on many other important issues.
