Resolutely focus on removing difficulties for investment projects

On June 21, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation chaired a meeting of the Standing Committee of the Provincial Party Committee to listen to and give opinions on the situation, results of resolving and removing difficulties, obstacles, bottlenecks, and bottlenecks to clear and release resources to achieve economic development goals, including difficulties and obstacles related to projects, key works within and outside the budget, industrial parks and industrial clusters in the province, and many other important contents.

According to the report of the Provincial Party Committee, in the past time, the Provincial People's Committee has focused on directing departments, branches and localities to focus on reviewing obstacles and removing difficulties for public investment projects; public-private partnership projects; non-budget projects; projects in industrial parks and industrial clusters; non-budget residential and urban infrastructure projects that are behind schedule; social housing projects; projects of the Coal industry. Especially focusing on removing difficulties and obstacles in site clearance, filling materials, material unit prices, planning, land prices... Along with that, focusing on removing difficulties to attract investment and promote economic growth.

Up to now, 144 non-budget projects have been appraised and reported to the Provincial People's Committee; including 45 new investment projects with a total registered capital of over 65,000 billion VND. Four new industrial clusters have been established with a total investment capital of nearly 3,000 billion VND. Regarding social housing projects, up to now, 1 project has been completed and 16 projects are under implementation. At the same time, 42/58 petitions related to projects of the Coal industry have been resolved. Regarding public investment projects, licensing procedures for exploitation of a number of soil and sand mines for filling up key investment projects have been completed. Site clearance work continues to be focused on and directed for implementation. However, in addition to the achieved results, some problems of investment projects have not been completely resolved, affecting the implementation progress.

Directing this content, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, emphasized that removing difficulties and obstacles for investment projects aims at the most important goal of promoting socio-economic development in the area and improving the quality of people's lives.

Regarding specific tasks that need to be implemented in the coming time, he proposed that the Provincial Party Committee direct the research and development of a master plan for land mines to serve land leveling. In particular, it is noted that the planning must closely follow the needs of investment projects and the reserves of each land mine. From there, completely remove obstacles in the source of land for filling in the area. At the same time, focus on completing the construction of land prices for key non-budget investment projects, not letting the lack of land prices affect the implementation progress of investors. In addition, proactively update and apply newly issued legal regulations in the fields of investment and planning, contributing to cutting and shortening the time to carry out administrative procedures related to investment projects.

Also at the conference, the Standing Committee of the Provincial Party Committee listened to and gave opinions on the expected content and program of the 28th Session (Special Session) of the Provincial People's Council and a number of key tasks for the coming week.

Directing these contents, the Provincial Party Secretary requested the whole province to continue to focus on preparing for the operation of the 2-level local government model. Ensuring that from July 1, the commune level must be qualified to receive and handle all administrative procedures related to people and businesses. At the same time, focus on organizing the high school graduation exam well, which will take place at the end of June; carefully prepare for the contents to be presented at the 28th Session of the Provincial People's Council, scheduled to take place on June 27.
