Urgently advise on transferring public investment capital in 2024

In order to strive to accelerate the disbursement of public investment capital in 2024 to achieve results, the Chairman of the Provincial People's Committee requested units, localities, and investors to focus on strictly and effectively implementing tasks and solutions under the direction of the Provincial Party Standing Committee and the Provincial People's Committee in relevant directives and documents, in which attention should be paid to solutions on transferring the 2024 public investment capital plan.

The Provincial People's Committee requests departments, branches, sectors, associations, unions, and district-level People's Committees to proactively review the disbursement of each specific project with a low disbursement rate, report to the Standing Committee of the district, town, city Party Committee, agency Party Committee, and review relevant collectives and individuals before proposing to competent authorities to transfer capital plans to other projects to ensure volume and ability to disburse immediately upon receiving additional capital sources within each unit and locality or requesting transfer to other units and localities in need of additional capital; send a written report to the Provincial People's Committee and the Department of Planning and Investment before September 14, 2024.

Report the results of reviewing and classifying public investment projects into groups that are being implemented with specific progress commitments and groups that cannot be implemented due to obstacles in mechanisms, legal policies or other objective reasons that cannot be overcome; clearly identify if any project cannot be implemented and disbursed in time, the capital plan must be transferred; in cases where disbursement is possible, drastic implementation measures must be promptly taken, regularly review and update progress reports to the Provincial People's Committee and the Department of Planning and Investment for monitoring and direction...
