Urgently carry out procedures for granting and renewing fishing licenses

The province currently has 214 fishing vessels with expired fishing licenses, at high risk of violating IUU. In order for fishing vessels to have fishing licenses as prescribed, functional agencies and local authorities in the province are actively coordinating to support fishermen to completely resolve this issue.

Removing difficulties for fishing boat owners

Mr. Tran Hoai Trung (Phan Rang Ward) is the owner of fishing boat NT 90091 TS, 16.2m long. His fishing license has expired and is on the list of high-risk IUU violations (illegal, unreported and unregulated fishing), and needs to be renewed. With the guidance and information from the IUU Working Group in the East Sea (Department of Fisheries, Seas and Islands) and the local authorities and functional forces, Mr. Trung has completed the documents to request the competent authorities to issue a new fishing license so that the fishing boat is eligible to operate.

Fishing vessel NT 90806 TS, 15.05 m long, owned by Mr. Le Van Hung (Dong Hai ward) was sold to a fisherman in Quang Ngai province in 2021, but the purchase and transfer procedures were not carried out, so on the National Fisheries Data System, this fishing vessel is still under the management of the province. This fishing vessel has not been installed with a voyage monitoring device and does not have a Fishing License, so it is on the list of high-risk IUU violations. However, after a period of searching for information, the IUU Working Group in the Dong Hai area learned that this fishing vessel had sunk a long time ago, so it instructed Mr. Le Van Hung to carry out the procedure to deregister fishing vessel NT 90806 TS according to regulations.

Mr. Le Dinh Khiem - Head of the Department of Fisheries, Seas and Islands said: "In early July 2025, the whole province had 347 fishing vessels on the high-risk list of IUU violations because they did not have or had expired fishing licenses, mainly concentrated in coastal communes and wards in the southern region of the province. Implementing the direction of the Provincial People's Committee and the Department of Agriculture and Environment on focusing on overcoming existing problems in combating IUU fishing, including granting fishing licenses to all qualified fishing vessels, in mid-July, the Department of Fisheries, Seas and Islands established 2 IUU Working Groups in 2 areas of Dong Hai and Ca Na to directly go to the grassroots, coordinate with the People's Committees of coastal communes and wards, and the Border Guard force to strictly manage the fishing fleet; deploy tasks to combat IUU fishing. Particularly for the settlement of granting and extending fishing licenses for qualified fishing vessels, 2 working groups This agency has closely coordinated with the People's Committees of communes and wards with fishing vessels, worked with each vessel owner to remove difficulties; disseminated and provided guidance on the full implementation of documents and procedures for granting and renewing fishing licenses in accordance with regulations. Thanks to that, up to now, 40% of fishing vessels on the list of high-risk IUU violations have been granted fishing licenses and removed from this list.

Through discussions with the IUU Working Groups in Dong Hai and Ca Na areas, among the 214 fishing vessels with expired fishing licenses, there are 80 vessels in Vinh Hai commune, 47 vessels in Ninh Chu ward, 40 vessels in Dong Hai ward, 17 vessels in Phuoc Dinh commune, 12 vessels in Ca Na commune, 12 vessels in Ninh Hai commune... One of the current difficulties is that the National Fisheries Data System cannot determine the reason why the vessel owners have not yet completed the procedures for granting or extending fishing licenses. Therefore, in the coming days, these two working groups will continue to closely coordinate with the People's Committees of communes, wards, and functional forces to contact each vessel owner to verify and carry out procedures for granting or extending fishing licenses for qualified fishing vessels.

According to Mr. Nguyen Trong Chanh - Deputy Director of the Department of Agriculture and Environment, the issuance and renewal of Fishing Licenses can now be done online, with a fee of only VND 40,000/case, so ship owners need to urgently carry out procedures for granting and renewing licenses to ensure operating conditions. The Department of Agriculture and Environment - the Standing Office of the Provincial IUU Steering Committee has also issued an official dispatch requesting the People's Committees of communes and wards to preside over and coordinate with local authorities and functional forces to propagate, mobilize, provide direct support and guidance, and request each ship owner to urgently carry out procedures for renewing and re-issuing Fishing Licenses. By August 25, the renewal and re-issuance of these licenses for eligible fishing vessels must be completed according to the direction of the Provincial People's Committee.
