Speaking at the congress, Prime Minister Pham Minh Chinh affirmed that the achievements, results and outstanding achievements of the People's Public Security force have contributed significantly to maintaining political and social stability, safety and health. "The country's foundation, potential, position and international prestige bear the very important contribution of the heroic Vietnam People's Public Security force, thereby shining the noble qualities of the force," the Prime Minister affirmed.
Entering a new stage of development, the Prime Minister requested the People's Public Security force to continue to promote its glorious tradition, the spirit of proactive innovation, creativity, solidarity and emulation to perform well its tasks, maintain the people's security posture associated with the people's hearts posture. Along with that, absolutely ensure political security, social order and safety, maintain a peaceful and stable environment for national development.
The Prime Minister also requested the People's Public Security force to closely link socio-economic development with national defense and security, to implement national and local development goals; to detect and fight against all types of crimes according to the motto "strike correctly, hit hard, fight to the end and win"; to take prevention as the main thing, to take real effectiveness as the measure, to take peace, prosperity and happiness of the people as the goal to strive for.
The Prime Minister also requested that the People's Public Security force modernize its management methods, focusing on digital transformation, and perform public duties with the spirit of "3 rights": "correct regulations, correct time, correct service spirit".
According to Minister of Public Security Luong Tam Quang, the Party and State leaders' recognition, appreciation and praise for the great contributions of the People's Public Security force in the 2020-2025 period is a source of great encouragement and motivation for the force to continue to overcome all difficulties and challenges, strive and be determined to excellently complete the political tasks assigned by the Party, State and people.
Minister Luong Tam Quang called on all generals, officers, non-commissioned officers, soldiers, and public security workers to continue to deeply imbue President Ho Chi Minh's teachings on patriotic emulation, promote the glorious tradition of 80 years of construction, fighting, and growth; compete and successfully carry out the key tasks and solutions that the Prime Minister has pointed out.
According to the report of the Ministry of Public Security, in the past 5 years (2020-2025), the emulation movement "For National Security" has had positive changes. The People's Public Security force has achieved the highest and most comprehensive goal of maintaining national security in all situations; the highlight is the successful protection of the 13th Party Congress and the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term...
From the emulation movement, thousands of typical examples have emerged, achieving many outstanding feats. Among them, 44 collectives and individuals were awarded or posthumously awarded the title of "Hero of the People's Armed Forces"; 78 Military Exploit Medals; 735 Exploit Medals; 59 Labor Medals; more than 3,000 Fatherland Protection Medals...
At the congress, General Luong Tam Quang launched the emulation movement "For national security" for the period 2025-2030.
