Urgently deploy investment in construction of Gia Binh airport (Bac Ninh)

Concluding the meeting, Prime Minister Pham Minh Chinh praised the Ministry of Public Security for its development thinking when investing in this project; agreed to the policy of upgrading Gia Binh airport from level 3C to 4E on the basis of ensuring aviation safety, without conflict with other airports in the region; supplementing and supporting Noi Bai International Airport which is currently facing difficulties in expansion; changing from serving national security to dual-use is necessary, both as a civil airport and serving the special aircraft of Heads of State and leaders.

Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee on the Gia Binh airport project.

The Prime Minister emphasized the need to combine investment in an aviation logistics center at Gia Binh airport as proposed by the Ministry of Public Security; agreed to change the investment form of Gia Binh airport from public investment (the investor is the Ministry of Public Security) to public-private partnership, in which the form of "private investment, public use" should be considered in the spirit of Resolution 68-NQ/TW of the Politburo on private economic development.

The Prime Minister stated that the responsibility for managing national defense and security belongs to the Ministry of Public Security; the management and exploitation of civil works are managed by investors; the Ministry of Public Security is assigned to find worthy project investors to ensure compliance with current laws, national interests, and to prevent negativity and waste; any mechanisms and policies that are not yet regulated by law will be discussed and submitted to competent authorities.

Regarding the road connecting Hanoi city center with Gia Binh airport, the Prime Minister agreed to assign Hanoi city and Bac Ninh province to implement the project according to current regulations; Bac Ninh province continues to support site clearance.

According to the Prime Minister, the current issue is time, therefore, the Ministry of Public Security, Bac Ninh province, Hanoi city and related ministries and branches are required to urgently focus their efforts on implementing the project, striving to complete the project in 2026, contributing to clearing the way for Noi Bai airport, contributing to enhancing the country's position, serving APEC 2027, enhancing the appearance of the capital, contributing to clearing traffic congestion in Hanoi. The Prime Minister assigned Deputy Prime Minister Tran Hong Ha to be in charge of work related to investment in the construction of Gia Binh airport.
