The Political Report of the Provincial Party Executive Committee presented to the 1st Provincial Party Congress, term 2025-2030, proposed 8 main groups of solutions to implement the congress resolution in the term 2025-2030. These include solutions on transforming the growth model, taking science and technology, innovation, digital transformation, sharing economy, and knowledge economy as the main driving force... At the same time, Dong Nai focuses on breakthroughs in developing science and technology, innovation and digital transformation in all fields. Increase investment in science and technology infrastructure, digital infrastructure; form innovation centers, high-tech zones; develop digital economy and digital society.

Provincial Party Committee member, Director of the Department of Science and Technology of Dong Nai province Pham Van Trinh emphasized: Taking science and technology, innovation and digital transformation as a strategic breakthrough is the right policy, in line with the development trend of the times. This is the pillar that helps Dong Nai form a new growth model, improve productivity, quality, and competitiveness; at the same time, successfully achieve the double-digit growth target in the period of 2025-2030. Dong Nai's science and technology sector will promote the highest sense of responsibility, solidarity, and creativity to immediately organize and implement the congress's resolution, contributing to the rapid and sustainable development of the province.

According to many experts, Dong Nai has many conditions and potentials to promote the development of science and technology, digital transformation, and form an innovation ecosystem. The province has an important strategic geographical position and is the gateway to the key economic region in the South, so it is easy to connect trade, logistics, e-commerce, etc. Many economic sectors of the province such as e-commerce, industry 4.0, smart logistics, high-tech agriculture, etc. have strong potential to deploy digital platforms, promote the field of science and technology, digital transformation and digital transformation. Moreover, Dong Nai is one of the localities with many industrial parks and prestigious universities, thereby creating favorable conditions for the development of science and technology, digital transformation and digital transformation in the area.

According to the Department of Science and Technology, the province currently has 88 innovative enterprises, 16 science and technology enterprises, and a network of industrial parks with more than 1,800 foreign direct investment (FDI) projects. In order for science and technology, innovation and digital transformation to truly become the key driving force, contributing to Dong Nai achieving a double-digit GRDP growth rate, the department proposed focusing on implementing five groups of strategic solutions, including: focusing on developing high-quality human resources; perfecting mechanisms and policies; attracting investment, forming technology parks; developing modern and safe digital infrastructure; selecting and developing strategic technologies.

In particular, the province focuses on developing high-quality human resources, focusing on building and implementing the Project on Developing Human Resources for Science and Technology, Innovation and Digital Transformation by 2030. Strengthening international cooperation in training high-tech human resources, prioritizing training human resources in the semiconductor industry, artificial intelligence (AI), big data, and cyber security. Promoting the Digital Literacy Movement to help people easily access basic digital skills.

Dong Nai will perfect policy mechanisms, issue strong enough policies and incentive mechanisms to encourage businesses to invest in research and development, and technological innovation. Focus on strongly developing the number of science and technology enterprises, and supporting the formation of research and development centers in businesses and universities.

The province will attract investment and form technology zones. Focus on completing and putting into operation digital technology zones, high-tech zones, especially Long Thanh Digital Technology Zone, forming a technology transfer center for storing genetic resources to serve high-tech agriculture.
