There are about 17,000 people aged 14 and over in 8 communes, wards and towns that will keep their old names after the merger and will not need to change their ID cards. These are Le Thanh Nghi Ward ( Hai Duong City), Duy Tan (Kinh Mon Town), Thanh Ha Town (Thanh Ha), Cam Giang Town (Cam Giang), Phu Thai Town (Kim Thanh), Ninh Giang Town (Ninh Giang), Nam Sach Town, and Quoc Tuan Commune (Nam Sach).
In localities that no longer have their old names after the merger, about 140,000 people aged 14 and over who have or have not had an ID card will need to apply for a new one.
There are 3 districts Binh Giang, Tu Ky, Gia Loc with 16 communes when merged all have new names so all nearly 41,000 people have to change their ID cards. Those are the communes: Thai Minh (Binh Giang) due to the merger of Binh Minh, Thai Hoc communes; Ky Son (Ngoc Ky and Tai Son), Dan An (Quang Nghiep and Dan Chu), Lac Phuong (Phuong Ky and Cong Lac) of Tu Ky; Gia Tien (Tan Tien and Gia Luong), Gia Phuc (Gia Tan and Gia Khanh), Nhat Quang (Nhat Tan and Dong Quang), Quang Duc (Quang Minh and Duc Xuong) of Gia Loc.
All cases of ID card issuance and renewal in merged communes, wards and towns are free of charge.
Children 6 years of age and older are not required to have an ID card but are still issued one upon request.
