The Vietnam Road Administration has just reported to the Ministry of Construction on the implementation of the Dau Giay - Tan Phu Expressway Construction Investment Project (phase 1) under the PPP method.
Accordingly, the Vietnam Road Administration agreed with the proposal of the Project Enterprise and recommended that the Ministry of Construction allow the commencement of the Dau Giay - Tan Phu Expressway Construction Investment Project (phase 1) on August 19, 2025.
Previously, the Vietnam Road Administration signed a contract with the Truong Hai - Son Hai Transport Infrastructure Development and Construction Joint Venture (investor) and Dau Giay - Tan Phu Expressway Investment Company Limited (Project Enterprise) on June 5, 2025.
According to Dau Giay - Tan Phu Expressway Investment Company Limited, the locality is currently selecting a consultant to carry out the inventory work, develop a compensation plan, and is expected to complete the site clearance work in the period from October 2025 to December 2025; the Dau Giay intersection section of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Project has been cleared (about 500 m, range from Km0+300 to Km0+800).
The Project Enterprise is coordinating with VEC to receive documents and files related to the above Dau Giay intersection and hand over the site at the site.
Regarding the construction permit, Dau Giay - Tan Phu Expressway Investment Company Limited said that the project was decided by the Prime Minister for investment and approved by the Minister of Transport (now the Ministry of Construction), so it is exempted from construction permit according to the provisions of Clause 2, Article 89 of the Construction Law No. 50/2014/QH13 dated June 18, 2014, Clause 30, Article 1 of the Law amending and supplementing a number of articles of the Construction Law No. 62/2020/QH14 dated June 17, 2020 of the National Assembly.
The project enterprise has also signed contracts with consulting contractors and is conducting survey work for the construction design step to be implemented after the basic design, expected to complete appraisal and approval in October 2025 to select construction contractors, deploy the preparation and approval of construction drawing design documents and construction in November 2025.
Thus, the completion progress of the above important works is expected to be between October 2025 and December 2025.
To ensure early commencement of the Project, the Vietnam Road Administration inspected the site and worked with the investor/Project Enterprise to determine that the eligible section for commencement is the Dau Giay intersection area of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway Project, which had previously been cleared (about 500m, from Km0+300 to Km0+800).
The project enterprise confirmed that the technical design documents for the 500 m area of the Dau Giay intersection mentioned above completed the review, appraisal and approval work in early July 2025; completed the selection of construction contractors and deployed construction drawings in July 2025.
Therefore, the Project is eligible to start construction in August 2025 and be deployed simultaneously on the entire route (by December 2025, all design documents and construction drawings will be basically approved and site clearance will be basically completed).
Previously, the Minister of Construction signed Decision No. 423/QD-BXD approving the results of selecting investors for the Dau Giay - Tan Phu Expressway construction investment project (phase 1) under the PPP method.
Truong Hai - Son Hai Transport Infrastructure Development and Construction Joint Venture (Dai Quang Minh Real Estate Investment Joint Stock Company - Son Hai Group Company Limited) is the winning investor with a total investment capital of VND 8,407,801 billion, of which the investor's capital is VND 7,107,801 billion; the state's participation is about VND 1,300 billion.
The project has a construction completion time of 24 months from the date of commencement of construction. The operation and business time is 16 years, 11 months and 21 days from the date of commencement of road toll collection.
The Dau Giay - Tan Phu Expressway construction investment project (phase 1) with a length of 60.24 km is being implemented in Thong Nhat, Xuan Loc, Dinh Quan and Tan Phu districts of Dong Nai province.
The route starts at Km0+000, at the intersection with National Highway 1, connecting with Ho Chi Minh City - Long Thanh - Dau Giay Expressway, in Dau Giay town, Thong Nhat district, Dong Nai province; the end point is at Km60+243.83 (end of the intersection with National Highway 20), connecting with the Tan Phu (Dong Nai) - Bao Loc (Lam Dong) Expressway Construction Project, in Phu Trung commune, Tan Phu district, Dong Nai province.
In the completed phase, the route has a scale of 4 lanes, the roadbed width is 24.75m; in phase 1, the route has a scale of 4 lanes, the roadbed width is 17m.
