According to information from the Vietnam Road Administration, out of more than 5.8 million vehicles with non-stop toll collection tags, only 3 million traffic accounts are linked to non-cash payment methods. The remaining 2.8 million accounts that have not been converted show that a large number of vehicle owners still do not seem to fully understand or are not really interested in this new regulation.

Mr. Nguyen Manh Thang, Deputy Director of the Vietnam Road Administration, explained that the main reason is that many people do not have the need to travel through BOT stations, or have difficulty in linking their bank accounts. Notably, the Road Administration and service providers have reviewed and discovered that about 900,000 of these 2.8 million unconverted accounts still had transactions in September. This shows that they use the non-stop toll collection service, but are neglecting to comply with the new regulations.
Prepare a scenario to cope with traffic jams
Faced with the risk that vehicles that have not yet converted their accounts may cause congestion after October 1, the authorities and relevant units are urgently preparing response plans. Mr. Nguyen Manh Thang said that he has asked investors and BOT enterprises to coordinate with toll collection service providers to develop scenarios and technical plans to handle any arising situations.
At toll stations, staff will be deployed to assist and guide vehicle owners in switching accounts on the spot and to direct traffic when necessary. Traffic police and Road Management Areas will also assist in directing traffic, ensuring smooth traffic flow.

A representative of VETC Automatic Toll Collection Company Limited (VETC) said that the delay in switching will lead to many consequences for vehicle owners, including the vehicle being refused to pass through the non-stop toll station, and the inability to look up transactions when making a complaint. VETC also answered some common questions from users:
- Does the transport account contain money? According to Decree 119/2024, the transport account is only used to store personal and vehicle identification information, and does not have the function of storing money. All payment transactions will be made through the linked bank account or e-wallet.
- Why can't money be withdrawn directly from a bank account? The non-stop toll collection system requires extremely fast transaction processing speed (under 200 milliseconds) to ensure that vehicles pass through the station without interruption. Banks are currently unable to meet this speed in a stable and secure manner. Only toll collection service units with specialized designs can process transactions effectively.
- What will happen to the balance in the old toll account? VETC affirms that users can completely withdraw the remaining balance to the VETC wallet or continue to use it for subsequent transactions.
