According to the plan, at the end of December 2023, the People's Committee of District 12 will organize the groundbreaking ceremony for the construction of infrastructure for the 38-hectare resettlement area in Tan Thoi Nhat ward after more than 20 years of compensation and clearance problems such as technical infrastructure system, land leveling, green parks, schools, etc.
Mr. Nguyen Hai Lam, Chairman of Tan Thoi Nhat Ward People's Committee, proposed that District 12 People's Committee shorten the procedures for granting certificates and construction permits (possibly supporting resettled people to grant construction permits smaller than the approved house model). At the same time, speed up the progress of technical and social infrastructure so that people can feel secure and stabilize their lives.
More than 20 years ago, in November 2002, the Ho Chi Minh City People's Committee issued Decision No. 4714 assigning the City Traffic and Public Works Construction Company to invest in the construction of a 38-hectare resettlement project in Tan Thoi Nhat Ward with the purpose of on-site resettlement for households affected by the Truong Chinh Street expansion project and a number of other projects. There are 778 cases affected by this resettlement project that will have to be relocated and cleared.
However, the project later fell into a deadlock because it was impossible to relocate and clear the households. After many years of sluggish implementation, in March 2010, the Ho Chi Minh City People's Committee issued Decision 1069 transferring the above project to the District 12 Construction Investment Project Management Board as the investor. However, the new investor also fell into a similar situation when the compensation project was unfinished and never completed.
After more than 20 years, the project has just completed compensation.
According to the explanation of the authorities of District 12, the reason this project has been delayed is because the compensation price is low while the price of resettlement land for the difference area is high, so people are upset and refuse to move or accept compensation. The project has lasted more than 20 years, making the old compensation, resettlement and temporary residence policies no longer suitable. Therefore, the city has had to adjust them accordingly. Typically, previously the maximum temporary residence fee for each household was 4 million VND/month, but now it has increased to 6 million VND/month/household (4 people). If there are more than 4 people, each person will receive an additional 1.5 million VND/month. Or previously, only people in District 12 were allowed to exchange resettlement land, but now any household whose land is recovered in the project can exchange resettlement land.
Or the compensation unit price issued in 2003 with residential land price of only 1.8 million VND/ m2 (while the current market price is up to 70 - 80 million VND/ m2 ), agricultural land compensation is only 180,000 VND/ m2 , now the city applies the land exchange policy. Specifically, in case of agricultural land recovery, after receiving 1 resettlement quota according to regulations, the area exceeding the limit will be exchanged for 10% of residential land area... Thanks to these open policies, people agreed to hand over the land to the district to implement the resettlement area, so no enforcement had to be carried out.
A household has received resettlement land and built a house.
According to statistics from the People's Committee of Tan Thoi Nhat Ward, up to now, compensation and land acquisition have been carried out in 778 cases with an area of 370,940.1m2. Lotteries have been organized for 254/335 resettlement plots, the remaining 81 plots have not been drawn. Of the 254 plots drawn, 149 decisions on land allocation have been issued (including 38 resettlement plots and 111 land swap plots). Some households allocated resettlement plots have received the plots and started building houses.
