Groundbreaking ceremony of Ten Tan Hydropower and Irrigation Project

The Ten Tan hydropower and irrigation project not only generates electricity to the national grid but also provides irrigation water for about 240 hectares of production land and domestic water for about 4,000 people in Muong Lat district.

On the morning of December 27, in Muong Lat district, Muong Lat Joint Stock Company held the groundbreaking ceremony for the Ten Tan Hydropower and Irrigation Project on the Ma River. Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee attended and performed the groundbreaking ceremony.

According to the report of the investor, Muong Lat Joint Stock Company, the Ten Tan Hydropower and Irrigation Project was approved by the Chairman of the Provincial People's Committee in Decision No. 345/QD-UBND dated January 22, 2024, with a total investment of about 420 billion VND. The project consists of 3 clusters of construction items, including: Headworks cluster (water dam, spillway, hydroelectric water intake, irrigation water intake); a water tunnel project in the mountain about 3.4km long and a hydropower plant located on the bank of the Ma River in Chieng Cong quarter, Muong Lat town.

This is a multi-purpose project, not only with a 12MW power plant, but also providing irrigation water for about 240 hectares of production land and domestic water for about 4,000 people in Muong Lat district.

Upon completion (expected in the first quarter of 2027), the project is expected to contribute about 11 billion VND to the local budget annually, providing clean electricity to the national grid with an output of about 36 million kWh/year. Thereby, contributing to creating momentum for socio -economic development of Muong Lat district.

Speaking at the ceremony, Vice Chairman of the Provincial People's Committee Mai Xuan Liem emphasized the role and significance of the project for the socio-economic development of Muong Lat district in particular and ensuring energy for the development needs of Thanh Hoa in general. The project will contribute to the successful implementation of Resolution No. 11-NQ/TU dated September 29, 2022 of the Provincial Party Standing Committee on the construction and development of Muong Lat district to 2030, with a vision to 2045.

He affirmed that the Ten Tan Hydropower and Irrigation Project was started as a result of careful preparation and research by the investor, the efforts of all levels and sectors in the province, and the consensus and support of the local people in the process of implementation and completion of related procedures.

Vice Chairman of the Provincial People's Committee Mai Xuan Liem requested that investors and contractors mobilize maximum human resources, machinery, equipment, and vehicles to speed up construction progress, ensure project quality, and put the project into operation to generate electricity ahead of schedule. At the same time, attention should be paid to ensuring labor safety and environmental sanitation during construction, especially during the rainy season. The project construction process should not affect the production and life of people in the project area...

In Thanh Hoa province, there are 25 hydropower projects approved for planning with a total capacity of about 957.66 MW. To date, 13 projects have been completed and put into operation, with a total capacity of 610.6 MW, producing 3 billion kWh/year, generating revenue of about 2,900 billion VND/year, and contributing about 400 billion VND to the provincial budget annually.

The Vice Chairman of the Provincial People's Committee also requested that provincial departments, branches, and agencies and the Party Committees and authorities of Muong Lat district need to closely coordinate with investors and contractors to resolve or promptly propose solutions to difficulties and problems regarding land and administrative procedures during the project implementation. Pay attention to ensuring security, order, and social safety in the area, creating the most favorable conditions for investors to complete the project.

Actively and widely propagate among all levels of cadres, party members and people about the socio-economic efficiency of the project, in order to create high consensus and support from the people for the project construction unit.

Comrade Mai Xuan Liem expressed his hope that the people of Muong Lat district, especially the people of Muong Lat town and Quang Chieu commune, will continue to support the investment in the project, strictly comply with the provisions of the law, and create all favorable conditions for the project to be completed on schedule, for the common interests of the state and the long-term interests of the homeland.

On this occasion, Muong Lat Joint Stock Company presented 80 gifts to support poor households in especially difficult circumstances in Muong Lat town and Quang Chieu commune.
