Phu Tho Department of Education and Training issued Document No. 157 on the implementation of Official Dispatch No. 2 dated July 19, 2025 of the Chairman of Phu Tho Provincial People's Committee on responding to storm No. 3 (Wipha).
Accordingly, the Department of Education and Training of Phu Tho requires heads of units to implement well the following contents: Closely monitor warning bulletins, forecasts of natural disasters, weather, heavy rain, information on flood discharge from reservoirs, dams, etc. to proactively prevent, avoid and respond.
Especially in areas at risk of flooding, landslides, flash floods; prepare on-site forces to promptly support people in overcoming consequences; thoroughly grasp the viewpoint of proactive prevention as the main focus, combined with appropriate adaptation measures, respecting the laws of nature, absolutely avoiding subjectivity and carelessness.
Establish a communication channel between the school and the students' families to manage and minimize risks of natural disasters to students; absolutely do not organize experiential activities to locations at risk of storms, landslides, flash floods, etc.; promptly clean and sanitize schools/classrooms immediately after the floods end to ensure safety, hygiene and disease prevention.
Responding effectively to the Wipha report, the Department of Education and Training also requested educational units to proactively review the current status of facilities and develop plans to prevent, combat and mitigate the risks of natural disasters.
In particular, in areas that are frequently flooded, do not arrange laboratories, computer rooms, libraries, and high-value equipment on the first floor (ground floor).
The Department also noted that educational institutions without high-rise buildings should temporarily move equipment to a safe place or arrange equipment on shelves to ensure safety in case of unusual natural disasters.
Review and inspect the drainage system of works at agencies, units and schools in the area to ensure drainage and prevent flooding during rain and floods.
Direct, review, inspect, evaluate and classify the tree system to have appropriate treatment measures such as pruning, lowering the height of growing trees and tall trees; implement safety bracing for trees showing signs of danger to prevent the possibility of trees breaking or falling during storms, ensuring good tree growth and development; convert and replace trees that cannot be repaired (unsafe) at agency headquarters and in schools in the area.
Develop a regular plan, especially before the rainy season, for cutting trees, pruning branches, and protecting trees, minimizing the risk of causing insecurity to people and property. Have a plan to check, review, and replace perennial trees and trees with weak roots with trees with deep roots, creating a highlight for the architectural landscape space of the unit and school.
Ensure the safety of internal electrical systems at agencies, units, and schools in the area and provide clean water to agencies, units, and schools in areas at risk of flooding, especially for schools with boarding and semi-boarding students...
