The Xuan Thien Nam Dinh Green Steel Project Complex includes the Xuan Thien Nam Dinh Green Steel Plant No. 1 project and the Xuan Thien Nghia Hung Green Steel Plant project with an area of 425.73 hectares, a total investment of VND 98,000 billion, using modern technology according to G7/European standards, synchronous equipment, ensuring the quality of emissions, wastewater and the environment to meet current standards and regulations and is environmentally friendly. The main products are high-quality steel, which has not yet been produced domestically, such as: Weather-resistant steel for the mechanical engineering industry, shipbuilding, wind power pole production, automobile bodywork, weapons manufacturing, etc. According to the schedule, by June 2028, the unit will produce the first steel product and complete the Project Complex by June 2030.

This is a key project with the largest total investment in Nam Dinh province to date; it is expected to create a great boost for the province's socio -economic development. The green steel project, when put into operation, is expected to create jobs for about 16,000 direct workers, mainly technical workers and about 2,000 unskilled workers, along with many indirect jobs from the expansion of local service and supporting industries.

Speaking at the ceremony, Deputy Prime Minister Le Thanh Long emphasized: “The groundbreaking of Xuan Thien Group’s Project Complex is a clear demonstration of the will and political determination of the Party Committee, Government and People of Nam Dinh Province. This is a concrete result of the spirit of solidarity, outstanding efforts in attracting investment, and willingness to sacrifice short-term benefits for long-term development goals.”

The Deputy Prime Minister highly appreciated the consensus and initiative of the people in the project area, the households who are ready to relocate their houses and fields to create a clean land for the project. He expressed his hope that the Green Steel Project Complex will create a major turning point in the industrialization and modernization strategy of the Southern Red River Delta, especially when the three provinces of Nam Dinh, Ha Nam and Ninh Binh are on the threshold of merging into Ninh Binh province. He believes that with the solidarity, unity and attention of the Party Committee, Government and People of Nam Dinh province and after July 1, 2025, it will be the new Ninh Binh province; together with the efforts and determination of the Investor, the Project Complex of Xuan Thien Group will be completed on schedule, ensuring quality, safety and efficiency, becoming a driving force project of Ninh Co Economic Zone, contributing significantly to the socio-economic development of the locality as well as the country.

The Deputy Prime Minister requested authorities at all levels to continue to create the most favorable conditions for investors to implement the project on schedule, ensuring safety, quality and environmental protection. Departments, branches and Nghia Hung district need to closely coordinate with investors, regularly inspect and supervise the construction work, and absolutely not let any negative impacts occur on the lives of people in the project area.

On the business side, he requested Xuan Thien Group to focus resources on synchronously implementing projects, strictly complying with the provisions of the law on land, investment, construction, environment and planning. At the same time, it is necessary to focus on improving the quality of projects, recruiting and training local human resources, contributing to stabilizing social security and improving people's lives.

At the ceremony, the leaders of Nam Dinh province affirmed their determination to support and accompany investors; promptly remove difficulties and obstacles, ensure progress, quality and promote the overall effectiveness of the project. In particular, the success of the Project Complex of Xuan Thien Group that has been started will be concrete results, proving the correct policy of the Party and State, the consensus and synergy between the Government, the People and enterprises; making an important contribution to the rapid and sustainable development of the new Ninh Binh province.
